12-09-80 Zoning CommissionKALISPELL ZONING CONL ISSION MINUTES December 9, 1980 Members Present: Jack Heller, Chairman Ann Smith, Norma Corbin Others Present:, Nick Verma, FRDO Director Gordon Pirri, KDC Meeting was called to order in the Kalispell City Hall at 7:30 P.M. - R-5S Zoning A draft of a new zoning classification of R-5S for Cl'assifica.tion the City of Kalispell to provide smaller sized single family lots was discussed. (See comments in minutes of November 25, 1980) The proposed classification would provide for smaller single family lots and reduced housing costs. Motion Approved Smith suggested a 5-acre minimum be allowed instead of a 10-acre minimum as stated in the second.paragraph of the proposal. Smith moved to recommendto the City Council to approve the new R-5S classification with the minimum subdivision district changed to a,5--acre minimum instead of a 10-acre minimum.. Verma questioned side set -back requirements of five feet between` houses. i. The City is searching for lower costs for individual dwellings that would fit into loan standards such'as FHA. Motion seconded by Corbitt. Unanimous.. KDC Sign Ordin- The proposed sign ordinance was under discussion. as` ance presented by Gordon .Pirri and the Kalispell Development Organization. (See discussion in November 25th.minutes) Corrections in the legal wording ii,luded: 1`. In Section 116-5...."Fee shall be $10 or in_accordance with the uniform building code, whicheveris higher.", and 2. #16 on page 9.was deleted as it is already a part. of the zoning commission ordinance and the sign ordin- ance shall be re -numbered. Discussion was held on. the "grandfather clause". Sign Ordinance Approved Smith moved to recommend t.o the City Council to approve the sign ordinance. Second Corbitt. S,.-.._.... ----Ld _�_� _-�--- ._, the difficulties of passing such an ordinance out of downtown areas. Smith noted Kalispell should begin with this ordinance.and then expand to cover the whole city. Heller Commended the thorough work performed by the sign committee. Ordinance #961 Under discussion was an amendment to Ordinance #961, Approved Chapter 7, City of Kalispell Zoning Ordinance to pro- vide that "Alcohol, Beverage and Distributor and Retail Sales" be permitted"use in C-1 Zone and that "Air Conditioning, Heating and Sheet Metal Sales and Contracting" be permitted use in C-3 Zone. Smith explained the proposal was simply housekeeping. Corbitt moved for approval, second Smith. Unanimous. Proposed Indust- Verma presented two maps with attachments indicating rial Zoning a request for light industrial near 4th Ave. and the Railroad Tracks. Owner cannot sell until the area is zoned industrial. The proposal will be scheduled for a public hearing. Verma suggested categories of gl CLM and LM be considered near the Depot and Chamber_ of Commerce buildings so the city would not own,non-conform- ing use areas in the City.
