11-25-80 Planning BoardKALISPELL CITY -COUNTY PLANNING BOARD MINUTES Members Present: Norma Corbitt, Dorothy Garvin, Bob LeDuc Others Present: Jack Heller Jack Peters November 25, 1980 Nick Verma, Planning Director Jim Mohn, Planner Bob Hafferman, Public works.Director Norb Donahue, City Attorney Dean Stebbins, Chamber of Commerce Minutes Approved Meeting was called to order in the Kalispell City Hall by Norma Corbitt. Minutes of the previous meeting were approved upon motion and second. Zoning Classifi- A draft of a new zoning classification of R-5S for the cation of R-5S City of Kalispell to provide smaller size single family lots was presented by Verma. Drafts were mailed to Board members a month previous. Verma listed the follow- ing advantages: 1. Reduction in size from 5400 sq. ft. FRDO Comments to 4400 sq. ft. would reduce a lot price by $1500 to $2000 per lot based on currect market prices. Housing structure costs would not decrease. 2. Lot width would remain at 45 feet as with R-5 zoning and would not result in additional development costs for the developer. Disadvantages: 1. Increased on -street parking. 2. Increased traffic congestion with more houses in a given area. 3. Increased density causing congestion and adverse living environment. 4. In- creased pressure on public services such as schools, storm drainage, sewers, water and fire due to higher density. 5. Reduction in landscaped areas. Verma and the FRDO stated the proposed zoning would not be adviseable as the disadvantages outweigh the 3 to 4 per cent cost reduction. Verma and Heller suggested �^ encouragement of condominium developments where they �J are zoned instead of smaller single family lot sizes. Public Verma stated Kalispell is already below the national Comment & average of 6000 to 7000 sq. ft. lots in the United Discussion States. Mohn stated only P.U.D. and RA-1 zoning have been utilized for townhouses and condominiums. Verma stated R-5S zoning would create more impact on suburban development whereas good planning encouraged density in town areas. Hafferman stated 1500 to 2000 savings sounded small until you considered a large number of lots. He stated there would be fewer roads and sewers that the city would be required to maintain. He stated a subdivision or house does not create school children. Hafferman noted proposed zoning could be applicable in some subdivisions for maintenance, particularly in curvalinear designs. Board Comment Corbitt questioned the gain acquired in one block. Hafferman stated there would be no gains in a standard development, but would result in one or two more lots in new developments. Board Moves to Heller moved to recommend to the City Council to adopt Adopt the R-5S zoning classification for new subdivisions within 0 the city limits, but to change the minimum size of designated areas from 10 acres to 3 acres. Quorum.Not It was decided to table any decision and call a meeting Present of the Zoning Commission, as a quorum of that Commis- sion was not present at this meeting. Corbitt will call that special meeting. Sign Ordinance Gordon Pirri of the KDC commented on the proposed sign ordinance which would include the area from the Railroad tracks South to loth Street and lst Ave. East to lst Ave. West. Its purpose was to clean up the downtown area including signs. Regulations would in- clude size, number, offset, unsave and abandoned signs. The proposed ordinance was distributed to Board members for review. An inventory has been taken of existing signs which includes 1z years of work with sign bus- inesses, lawyers, businessmen, architects and interested citizens., Ordinance #961 Verma presented an amendment to Ordinance #961 of the City of Kalispell Zoning Ordinance to provide that Alcohol Beverage Distributor and Retail Sales be a permitted use in C-1 Zones and that Air Conditioning, Heating and Sheet Metal Sales and Contracting be permitted use in C-3 zones.
