07-22-80 Planning BoardKALISPELL CITY -COUNTY PLANNING BOARD MINUTES July 22, 1980 Members Presents Ann Smith, Chairman Jack Peters, Bob LeDuc Roger Graham, Jack Heller Kathleen Jukich, Dorothy Garvin Frank Paliga Others Presents Jim Mohn, ATS Planner Minutes Meeting was called to order in the Kalispell City Approved Hall at 7:30 P.M. Minutes of the previous meeting were approved as presented. Begg Annexa- Mohn explained the Begg Resort Commercial Annexation tion Request Request which includes annexation to the City and B-6 Zoning. Adjacent area west and South (P-V Thunder- bird and Outlaw Inn) is zoned B-6. Land is presently Oswampy, vacant, borders the back half of two residences, includes 550 foot square touching from city limits to city limits. ATS recommended approval of the request. Public John Cameron, 1444 4th Ave. East, was concerned with Comment effects on his residential property including water tables, septic tank system, property values and noise factor. Beggs explained the complex will hook on to the city sewer, install a storm drainage system to specifications and the swampy area would be drained and filled. The building will be 250 feet from the Cameron residence and the parking lot would be fenced on the North and East sides. Chairman Smith recommended fencing for protection. LeDuc explained any drainage problem would be the Resort's liability as drainage water cannot be diverted to another's property. He also stated there was no problem with drainage from Outlaw Inn properties. Request Peters moved the annexation and B-6 Zoning be approved. Approved Second LeDuc. Unanimous approval. Smith explained U fencing would not be a condition of this Board's approval, but would be recommended to the City Council. �.a �J Old Business. Mohn checked with the Board on their receipt of the 1980-81 Work Program from the FRDO. Discussion was held on clarification of a Compre- hensive Plan change concerning the Meridian Zoning as the Board's recommendation differed from that of the FRDO. Meeting was adjourned at 8:15.
