Meeting was called to order in the Kalispell City
Hall at 9:15. Discussion held on City Zoning Ordinances.
Doug Johns posted maps and stated the Ordinances as
Public Comment proposed with Ordinance B constituting too many zones
on Proposed Zon-::. and proposed his plan for six zones for simplifica-
ing Ordinances tion. Smith stated alot of time was incorporated in
the zoning ordinances for the City and a compromise on
the zoning situation had been reached. Donahue stated
the Commission would never be able to please 1000 of
the landowners and the Board's next step is to make
recommendations to accept or reject those ordinances
to the City Council.
Dan Johns criticized the procedure of matching zoning
lines to those of the Redevelopment Plan. Jerry Stokes,
lst Avenue East, stated the procedure was based on
application for HUD grants and a plan was required be-
fore funds could be released. He did not concur with
the procedure, but noted that was necessary to accomp-
lish grant application.
Doug Johns voiced his objections to the areas of
architectural review and agency approval as it involves
two different sets of standards imposed on landowners.
Comdemnation for public use was acceptable, but not
condemnation for private use.
Smith moved to accept the Addendum to Appendix B of the
Kalispell City Codes and recommend to the City Council
that the proposed Redevelopment Zoning be accepted for
public hearing only. Second Graham. Unanimous. Meeting
was adjourned at 10:30.
