BACKGROUND: In June of 2023, Council awarded Schedule 2 of the Grandview Lift Station
and Four Mile Drive Force Main Project to LHC Inc. for a contract price of $1,593,220.39.
Schedule 2 is for construction of 4,312 linear feet of 10-inch force main with 1,190 installed via
horizontal directional drilling. Construction of this schedule started in April of this year and is
currently at 66% complete (based on cost of work).
Multiple sources were used to fund the project including a State Revolving Fund Loan, ARPA
Local Fiscal Recovery Funds, City Sewer Rates, and City Sewer Impact Fees
Below is a breakdown of the current contract price by schedule:

The original contract approach for replacement of asphalt on the project was to patch back only
the utility trench line for Four Mile Drive. A plan view of a portion of the plans showing the
proposed utility patch and typical detail of the utility patch as bid are provided in Figures 1 and 2
on the following page.
Change Order 1 for Schedule 2 is recommended by staff to complete additional milling and
paving, rectify prices for valves used on the project, and to account for installation of insulation
required to protect the force main from freezing in a realignment to avoid private utilities.

As construction commenced and with ARPA funds available beyond the contract price, staff
decided to evaluate the cost to mill the remaining portion of the street and provide a full 2"
overlay on 4 Mile Drive from Highway 93 to Northland Drive, rather than a utility patch in the
roadway. This approach would provide a uniform surface for the street, seal off the utility
patches already in the roadway and complete work on a street currently identified by Public
Works as needing a future Mill and Overlay. Utilizing LHC's Mill and Overlay bid costs which
the City has also contracted with LHC, change order costs were negotiated. The total cost for the
additional mill and overlay is $84,660.
In addition to the mill and overlay, the change order takes into account a cost savings of $5,200
by switching from plug valves to gate valves on the force main. Additionally, in order to avoid
some private utilities, 418 feet of the force main was installed shallower than minimum depth
which required installation of insulation board. The required insulation added $23,840.78 to the
change order, bringing the total cost for Change Order No. 1 (attached) to $100,300.78.
REQUESTED ACTION: Motion to approve Change Order I for Schedule 2 — Grandview Lift
Station and Four Mile Drive Force Main Project for an increase in the contract price of
$100,300.78 for a total contract price of $1,693,521.17 and no increase in contract days.
FISCAL EFFECTS: Adequate funds are available in ARPA Funds, Sewer Funds, and Sewer
Impact Fee Funds budgeted for the project.
