05-14-24 Architectural Review Committee MinutesMINUTES ARCHITECTURAL REVIEW COMMITTEE DATE: Tuesday, May 14, 2024 @ 7:30 AM Kalispell City Hall, 201 1st Ave E MEMBERS PRESENT: Julia Pierrotet (Chair), Mark Pirrie, Shawn Pauly, Nihcole Peterson, John Hinchey OTHERS PRESENT: City Staff –Kari Barnhart # Of Guests: 9 Hear the Public: None Approval of Minutes: John moved to approve the April 9, 2024 minutes; Mark 2nd; approved (5-0). New Business: Buildings: Bloomstone Apartments Bldg A & Clubhouse – 1070 Treeline – new apartment bldg. and clubhouse – Jonathan Funk and Tyler Tonjum from Jackola presented renderings for building A and the clubhouse. The committee discussed recreational amenities, storm drain screening, landscaping, and utility screening and agreed that it’s a nice project. KNTC Lift Station – Common Area between Cascade Loop & Pondera St – new lift station – Jonathan Funk from Jackola presented plans and renderings. The committee agreed that it looked good. Project Wolfpack – United Dr – new warehouse/distribution – Greg Kiziol from Ambrose presented plans for a light distribution facility that addressed zoning, PUD, noise study, parking, traffic, colors, rooftop units, and a retention pond. The committee discussed the painted concrete, adding larger canopies that are proportional to the building, landscaping, and lighting. Kari advised that there will be CUP conditions that address most of the committee’s concerns and will forward revised plans to the committee when received. MSU College of Nursing – 331 Heritage Way – new school – Shawn Pauly presented plans and materials to the committee. The committee like the project. Forever French (Historic District) – 142 2nd St W – façade improvements – Amy Massey presented plans and renderings. The committee discussed color, adding planters to mix up the color, the mini-split location, and possibilities for the area between the building. The committee commented that this is an improvement to the existing building. John moved; Mark 2nd to approve with the recommendation of adding awnings to the back door; approved 5-0. Subdivision: Mountain View Townhomes – 93 Bypass/Foys – Terry Homes Floor Plans – Amy Beckstead and Merna Terry from Terry homes presented material samples and Kari presented plans to the committee to determine the fencing requirement for 8 townhomes. The committee discussed options and Kari advised them that the fencing must be consistent. Shawn moved; John 2nd to approve a 3’ privacy fence in earth tone; approved 4-1.
