Approval of Minutes Meeting was called to order in the Kalispell City Hall
at 7:30 P.M. by President Jukich. The minutes of the
February 23, 1982, meeting were approved as circulated.
Public Hearing - President Jukich introduced the zoning requests from
Streich/Kings Loop Orrin Streich and Kings Loops Phase 1 Homeowners Asso-
Zoning Requests ciation for zoning map amendment. Jukich then turned
the floor over to Jim Mohn, Senior Planner from the
Flathead Regional Development Office.
Mohn outlined the requests and presented the F.R.D.O.
recommendations for approval of a modified zone to pro-
vide for both requests.
Orrin Streich presented a brief history of the Kings
Loop development and the problems encountered on the
property he is seeking the I-2 zone. He indicated an
objection to "land locking" the subject property as
recommended by the F.R.D.O., but stated that there were
no problems with the balance of the F.R.D.O. conditions.
Public Comment - Bill Doyle, surveyor for Streich, noted objection to
Bill Doyle closing off the western access to'Mr. Streich's property.
Public Comment - Harold Schiele, spokesman for Kings Loop, stated that
Iiarold Schiele he was agreeable to the conditions as presented by the
Flathead Regional Development Office, if the Streich
property was sold to Plum Creek. If not, then he favored
the R-2 request petitioned for by the Kings Loop homeowners.
He further indicated that the cul-de-sac, as platted
in Kings Loop Phase I, had not been built, and that
the northern most cul-de-sac was needed to provide access
to Lot 25.
Public Comment - Robert Zable stated his concern that almost two years
Robert Zable had passed without any improvement of the cul-de-sac
and that no progress had been made on establishing the
"green belt". He also mentioned that the existing roads
cannot handle the truck traffic.
Public Comment - Jim Karlin said that through traffic has already been
Jim Karlin a problem and that he has always wanted the cul-de-sac
built.
Nick Verma, Director from the Flathead Regional Develop-
ment Office, gave the background of the application
and his meetings with Streich and the Homeowners Asso-
ciation. He also gave the basis for his recommendation
in the F.R.D.O. report and stated that he would object
to the current recommendation if the Streich property
was not sold to Plum Creek.
Jack Heller asked Mr. Streich what alternatives he might
offer to the Planning Office recommendations. Streich
offered none.
Recommendation Heller moved to recommend approval of amendments to
the Scenic Tracts Zoning District as follows:
i) That the portion of Kings Loop Phase I, presently
unzoned, be zoned as R-2 Residential, and,
ii) That the portion of Tract 3ADK located in the NEk
NEk, be changed from R-2 to I-2 and the portion of Tract
3ADK located in the SEkNEk be zoned I-2, all subject
to the following conditions.
a. That vehicular access to Tract 3ADK be prohibited
from Kings Loop and Kings Way streets.
b. That the western 4.03 acres of Tract 3ADK be limited
by "deed restriction" to use as greenbelt-openspace
as shown as Tract 1 on Exhibit "E", attached.
c. Said Tract 1 will be owned and maintained as said
greenbelt by all owners, heirs, successors and assigns
of said Tract 3ADK in the EzNEk, Section 32, T29N,
R21W, P.M.M.; Flathead County, Montana.
d. That greenbelt -landscape screen be established in
accordance with the zoning regulations. This is to

be established within the "greenbelt tract" and main-
tained by the owner of the industrial tract.
e. In granting of future conditional use permits in
the I-2 zoned tract, any use creating "excessive
noise, vibration or air pollution will not be permitted."
Motion seconded by Trippet. Unanimous vote, motion carried.
Plan Amendment - Ed Trippet moved that the planning staff be directed
Review Request to review the Kalispell Area Comprehensive Plan and
recommend to the Board any changes, which shall include
additional commerical areas, for an area bounded on
the south by a line running east and west from the Sun-
down Drive -In, on the north by West Reserve Drive, on
the east by the Whitefish River and on the west by a
line running north and south approximately one-half
mile west of U.S. Highway ##93 North. Motion was seconded
by Heller.
Verma noted that there was no time period associated
with the motion and stated that the Flathead Regional
Development Office is presently working on an evaluation
of the entire planning jurisdiction as part of an ongoing
two year project.
Trippet called for the question, motion carried unanimously.
Work Shop Meeting Verma indicated that there will be a workshop at the
March 23 meeting. The Developers Diversified mall may
be discussed.
The meeting was adjourned at 8:30 P.M.
