KALISPELL CITY -COUNTY PLANNING BOARD MINUTES
June 8, 1982

Meeting was called to order at 7:30 P.M. in the
Kalispell City Hall by President Jukich.
Minutes of the prior meeting were approved as
circulated.
Re -Evaluation of Kalispell The next item of business on the agenda was a
Comprehensive Development Plan, re-evaluation of the Kalispell Comprehensive
"South Kalispell" Development Plan, "South Kalispell", an evaluation
of the area generally bounded by the southern
City limits, B.N.R.R. Somers Line, Cemetary Road,
Lower Valley Road and the Flathead River.
Jim Mohn presented a brief summary of this along
with the Flathead Regional Development Office
recommendations as follows:
1. The general area between the southwestern City
limits to, and including, South Meadows Subdivision
be changed from "Suburban" and "Agriculture" to
"Urban". This results in a development potential
increase from 50 dwelling units to 1650 dwelling
units for this area. (Note: South Meadows is de-
signed for 277 units).
2. The area west of First Avenue West, south of
Twelfth Street, to and along Ashley Creek to the
Airport Road Crossing, be changed from "Agriculture"
to "High Density Urban". This results in a develop-
ment potential increase from 15 (existing) dwelling
units to 900 dwelling units for this area.
3. The area between Third Avenue East and Fifth
Avenue East, south of Fourteenth Street East,
to the south end of Fifth Avenue be changed from
"Urban" and "Suburban" to "High Density Urban"
and "Commercial". This amendment will increase
development potential from 144 dwelling units
to 384 dwelling units and increase commercial
acreage by seven acres.
4. The area along Kelly Road, south and east to
the intersection of "Four Corners" be changed
from "Suburban", "Industrial" and "Agriculture"
to "Commercial", "High Density Urban" and "Sub-
urban". This amendment provides for 48 acres of
Commercial at or near the intersections of Kelly
Road and U.S. Highway #93 and Twin Acres Drive
and U.S. Highway #93. Sixty acres of High Density
Urban in the area between Kelly Road and Twin
Acres Drive presents an increase in development
potential from 120 dwelling units to 1000 dwelling
units. Thirty acres of "Suburban" just north of
"Four Corners" replacing 15 acres of "Industrial"
and 15 acres of "Agriculture". This presents an
increase in development potential of approximately
30 dwelling units (presently there are 20 +/-
residences existing in this area).
5. The area immediately south of "Four Corners"
would be designated as "Commercial" and removes
14 acres of "Agricultural" designated land.
6. Approximately 25 acres of land located west
of Airport Road and north of Cemetary Road be
designated as "Industrial" rather than "Agricul-
tural".
Jack Heller stated that there was no justification
or rationale for High Density Urban south of Kalispell,
in that it does not make sense from a practical
point of view. He further stated that it would
be subjecting the Board to an amendment in the
future.
Mohn said that an alternative would be to leave
it as a Suburban Residential area.

President Jukich opened the public hearing and
asked for comments from the proponents.
Brad Wright asked if there is a jurisdiction that
accommodates both High Density Urban and Commercial.
Mohn said that there was a B-6 classification
in the Ordinance.
Al Volke stated that he felt that the value of
the land would increase and that it would benefit
the landowners.
President Jukich asked for comments from the op-
ponents. There being none, the public hearing
was closed and the floor was turned over to the
Board members for their questions and comments.
Paul Palmer said that he was in agreeanc.e_with
Heller's comments. He felt that it should be
Commercial and that almost all of the frontage
roads were on Commercial property.
Motion Heller made a motion that the amendments be approved,
except that approximately 300 feet on both sides
of Kelly Road south to Four Corners be designated
Commercial. Seconded by Morton. Unanimous vote.
Motion carried.
Amendment to By -Laws An amendment to the By -Laws of the Kalispell City -
to Change Meeting Date County Planning Board to change the meeting schedule
from the second and fourth Tuesdays of each month
to only the second Tuesday of each month was the
next item of business. This was a prior action
of the May 25, 1982, meeting and required a formal
amendment to the By -Laws.
Motio'nn. Graham moved that an amendment to the By -Laws
be made to change the meeting schedule from the
second and fourth Tuesdays of each month to only
the second Tuesday of each month. Seconded by
Morton. Unanimous vote. Motion carried.
Old Business There was no old business to discuss.
New Business There was no new business to discuss.
The meeting was adjourned at 8:45 P.M.
