Call to Order
The meeting was called to order by President
and Roll Call
Trippet at 7:40 P.M. in the Council Chambers,
Kalispell City Hall.
Approval of Mintues
Palmer made a motion to approve the minutes
from the July 13, 1982, meeting. Seconded by
Nance. Unanimous vote. Motion carried.
Heller/Mattson Zone
The next item of business on the agenda was
Change Request
the request from John M. and Linnea J. Heller,
Richard C. and Rebecca E. Mattson for a zone
change from R-4 (Residential), to B-2 (Neigh-
borhood Professional Business), on properties
located on the Southwest and Northwest corners
of West Wyoming Street and Sunset Boulevard
(Highway 93).
Properties described as Lot 12, Block 235,
Kalispell Townsite Company's Addition #6 and
Assessors Tract 82-1C in Section 7, T28N, R21W,
P.M.M., Flathead County, Montana. Address:
690 Sunset Boulevard and 754 Second Avenue
Westnorth.

with the Flathead Regional Development Office
recommendations:
The requested zone change is determined to
meet the statutory crirt"er'ila , is found to be in
compliance with the Comprehensive Plan and
the general character of the area. Based on
such determination, the requested zone change
from R-4 (Residential), to B-2 (Neighborhood

Professional Business), is recommended for
approval with the following conditions:
1. Vehicles using off street parking on Lot
12, Block 235, not leaving access or egress
onto Wyoming Street. A physical barrier, such
as curbing along the roadway or bumpers within
the property line, should be installed along
Wyoming to guarantee this recommendation.
2. Any future access or egress to T82-1C for
off street parking should be in the approximate
location of the existing driveway (i.e., no
closer to the intersection of Wyoming and Sunset.
Boulevard).
3. Vehicles leaving off street parking should
not backout onto streets or avenues.
Mohn further stated that it seemed that the
ultimate concern were the children who attended
Russell School and the safety conditions.
Palmer made a motion to accept the Flathead
Regional Development Office recommendations
13 2 and 3 as presented. Seconded by Graham.
Unanimous vote. Motion carried.
Amend Appendix B, The request from the City of Kalispell Annexa-
Part II, Section 7.24(c) tion Committee to amend Appendix B, Part II,
C-3 - Add "Small Animal Section 7.24(c) C-3 (Central Business), to
Clinic" add "Small Animal Clinic" as a permitted use
was the next topic of discussion.
Palmer presented the background of the request
and asked that the Small Animal Clinic, which
is owned by Dr. Pierson, be included in Appendix
B as conforming in a C-3 zone.
Mohn stated that the Flathead Regional Development
Office had not written an intensive report.

Palmer made a motion that the Small Animal
Clinic be included in Appendix B, Part II, Section
7.24(c) C-3 (Central Business), along with
the Flathead Regional Development Office report.
Seconded by Trippet. Unanimous vote. Motion
carried.
There being no further business, the meeting
was adjourned at 8:30 P.M.
