November 9, 1982

The meeting was called to'order by President
Jukich at 7:30 P.M. in'the Kalispell City
Hall.
Trippet moved that the August 10, 1982,
minutes be approved. Seconded by Palmer.
Unanimous vote. Motion„carried.
The next item of business`on the agenda
was a discussion pert.ain'ing.to inclusion
of a Planned Unit Development (PUD) zoning
classification in the Kalispell Zoning Or-
dinance and review of,a proposed PUD draft.
Jukich turned the floor•over to Verma who
presented a brief background. Verma also
explained the definition.of a PUD and gave
th6-background.of.zoning. He, stated that
if the Board approves this, that it will
go before the City Council.
Trippet stated''that'-there are. `to many"2o6nes
i'nthe County and. that -it should be brought
back to six.,or•-iseuen, to, '!throw it out''
and have it'simplified. He further stated
that zoning can be overdone and that one
town cannot have two sets of rules.

LeDuc also stated that this area should
go back to six or seven zones and that there
are 32 zones already, that the City Inspector
"." should not be able .to tell people how to

Palmer said that there was a problem with

12-15 classifications.
Mayor McDowell stated that he does not want

Verma said that much depends on the developers,

Simpson felt that.some,PUD's offer stumbling
blocks to small businesses.
Palmer asked Verma if he like -pyramid zoning,"
wherein Verma stated that he would like
a combination and mentioned Whitefish as
an example. He said he does not want to
increase pyramid zoning.and the present
zoning classification —should be critically
looked into.
Trippet asked Glen Neier',.Kalispell City
Attorney, what he would recommend.
Neier commented that-it�wbuld be easier and
make more sense if there were less zones,
that the planning law seems to be going
to administrative law and,.it. seems as -if
it is almost contract zoning.
Jukich asked--the•Boa rd-members to study
. there at home and comments will be discussed
at the next::.ieeting.

Palmer moved to write a letter addressed
to the City Council requesting reduced zoning
and also to discuss this at next month's
meeting. Seconded by Trippet. Unanimous
vote. Motion carried.
Status of Zoning.
Jukich introduced the next item of business
Within Areas Out—
as being a review of the current status
side City Limits
of zoning in areas outside the City limits
of Kalispell, but within the planning jur—
isdiction area of the Kalispell City —County
Planning Board.
Verma presented the County Zoning Map to
the Board members and gave a brief explanation.
A genera]. group discussion followed.
Old Business
There was no old business to discuss.
New Business
President Jukich introduced Harvey Simpson
as the•new Board member. He will.replace
Rori Nance.
The meeting was adjourned at 9:2.5 P.M.
