Proposed Amendment to the Growth Policy
On behalf of Citizens for a Better Flathead we urge this council to give particular attention to the public
comment cited below that point out significant issues and findings that need to be carefully considered
as you consider this Growth Policy amendment and zone change. Given the significant public comment
on this proposal we also urge you to give careful consideration to all public comment both from the
planning board and presented here tonight. We believe you have an obligation to review your findings
of facts and incorporate the facts and concerns that are part of this public comment into a revised staff
report and findings and conditions before you bring this proposal back to the city council for final
consideration.
Additionally, we would urge you to pause this decision-making process, for which there is no deadline as
we understand this process and call on all parties to meet this the Northwest Community Land Trust—
see link below to explore how this development could better meet the communities needs for truly
affordable housing. There is essentially an over-supply currently of non-affordable housing within the
Kalispell planning jurisdiction and we believe it is vital that you look for ways to better ensure that
affordable housing is an option as new development proposals come before you.

represents Sandy and Jeff Muller in the above referenced matter and has submitted detailed and
technical comments in opposition to: (1) a growth policy amendment extending the city annexation
boundary to encompass this property; (2)annexation; (3) initial zoning of R-3 (Residential); and (4)
preliminary plat approval for 380 lots on approximately 110.5 acres, including lots, roads, and common
areas.
• Rick Nys – Greenlight Engineering – Representing Sandy & Jeff Muller – Stated that the Traffic
Impact Study has numerous errors and omissions, including crash data and the seasonal adjustment
factor and that mitigation is required per the results of the study.
