Palmer stated that on page 2, #5, that the time table was not practical and asked how long PUD's were being used in other areas. Verma stated that it began in approximately the mid-70's and that 80% to 90% of the cities use this. Jukich asked Verma if the PUD did not fit with the Comprehensive Plan, how could this be handled. Verma replied that sooner or later it would come up with a provision, and that the nature of the project may or may not require an Amend- ment to the Comprehensive Plan. Wright asked if a developer needs to submit a time table. Verma said that this is a decision that is made by the developer and that there is no statutory time limit. O'Boyle stated that in a new town, the zoning would be fine, but not in an old town like Kalispell and that under a PUD it would not be given any freedom.
