CALL TO ORDER The meeting was called to order by Kathleen Jukich at 7:35 p.m. Those

Stephens. Absentees were Trippett, LeDuc, Ormiston, and Peters. Others
present were Nakul Verma, Planning Director, and Tom Jentz, Senior
Planner.
APPROVAL OF One correction had to be made on the minutes of September 11, 1984.

DISCUSSION OF
Jukich called on Tom Jentz to give a report .and information on the com—

ments and then to discuss where the Board would like to go with the

Jentz stated that about 35 people attended all of the meetings that
were scheduled for the public. One person did not want to see any
more commercial development beyond the Pony Express. Another wanted
the area north of Two Mile Drive on Meridian Road to be designated
Commercial. One resident from Willow Glen Drive did not want that
road to be an arterial. The area near the new Semi —Tool location was
discussed as to whether it should be an industrial, commercial,
residential, or agricultural area. Semi —Tool is an industrial use and
neighbors are commercial and residential and agricultural. There is a
church to go in in that area and the church wanted to be in a
residential area. The question still remains as to how to address the
presence of Semi —Tool in that area. Jentz stated that he is looking
for direction in this. The plan designation for that area is actually
somewhat beyond normal growth of the city for the next 15 years. There
is enough other land yet to develop. It is not a clean situation from
a planning standpoint.
There were some comments on the text. One person felt that on page 2
the statement "adequate administrative staff be established and main—
tained to adequately administer the planning regulatory functions of
each jurisdiction" should be added to the text.
On page 54 there was some question on policy. The person felt that
there should be a policy concerning the status of streets and to what
degree they should be upgraded or improved when annexation occurs.
There should also be a policy statement that all annexations will
extend to the center line of abutting or adjacent streets.
Jentz stated that the plan does not address storm drainage. It is a
rather difficult topic to discuss and he wanted to know what the
Board's feeling was on this topic. It is something that needs to be
addressed. Stephens stated that it is important to address this issue
because all of their projects involve this subject. They get some pro—
blems with this in some areas because of a lack of a storm drainage
system uniform throughout.
Jentz stated that he had expected comments about the recommendation
that only one uniform zoning ordinance should be administered through—
out the city and extra —territorial zoning jurisdiction and that ordi—
nance should get administered by the City of Kalispell. He stated
that some of the recommendations were put in the implementation
- section for the purpose of discussion.
Jukich had a question on the change on page 76 stating that it says
the County should enforce Kalispell Subdivision Regulations in the
rural areas adjacent to the City in order to insure conformity and
compatibility. Jentz stated that currently the Kalispell Subdivision
Regulations are being used within the city; but, outside of the city
the County Subdivision Regulations are being enforced. Under a normal
growth situation some of the areas just adjacent to the City will
eventually be annexed. The design standards and the development
standards are sometimes different. The intent was to standardize
subdivision review. Stephens stated that he could see there being a
lot of static in Evergreen. Jukich stated that it might be more
acceptable if the County were enforcing the Subdivision Regulations of
Kalispell rather than the City enforcing the regulations.
Jentz stated that there is also a recommendation that the County adopt
a countywide codes enforcement program and that the County enforce
building codes adjacent to the City. There is definitely a need and
there isn't any County Building Inspector. Currently, those struc—
tures other than single family residences still have to have a
building permit, but they must go to the State for it. The situation
is not dealt with in the County. Stephens stated that it is
overloading the State Administration. Jentz stated that inspection is
not carried out by the State on a consistent basis.
JSloan asked how Jentz felt the reception was generally? Jentz stated
that he would have liked to have seen more people turn out, 'but on the
other hand there was plenty of advertising and news about it. There
were about 97% constructive comments that came in. He recommended
that the Planning Board proceed with the public hearing process.
Verma stated that at this time decisions do not have to be made. The
staff are taking as much public input as they can get. At this time,
he did not think they should get into each comment. They have just
given the board the information which they have received at the public
meetings and he did not believe they were ready to make any changes.
All received comments would be considered after the public hearing and
appropriate changes in the plan would then be made before recommending
its adoption to the governing bodies involved.
Stephens stated that the Planning Board should continue on.
Motion Reynolds moved that a public hearing be held at the regular meeting in
December. Seconded by Sloan. Passed unanimously by voice vote.
OLD BUSINESS Reynolds asked whatever happened to the budget?
Verma stated that the Planning Board has $2,000 to use that the City
has financed and the planning board decided that they would like to
use the money for continuing education, in the form of a seminar or
maybe the members would like to go to State meetings. Manning asked
if there was someway the planning board could work with Whitefish and

�j Columbia Falls and the whole area and put on something? Verma said
that possibly they could call a meeting of all the presidents of all
the boards and discuss it in more detail. Jukich stated that it would
benefit the whole valley. Jukich asked Verma to contact the presi-
dents of the planning boards and set up a meeting.
