CALL TO ORDER AND ROLL CALL The meeting was called to order by Ed Trippet,
Vice President, at 7:35 P.M. in the Kalispell
City Hall Council Chambers. Roll was taken.
APPROVAL OF MINUTES Trippet called on any objections or corrections
to the minutes of April 10, 1984. Being none.
The minutes of the previous meeting were
approved as circulated.
REQUEST FROM ROBERT FLATH Trippet addressed the next item of the agenda
FOR PRELIMINARY APPROVAL OF for a request from Robert Flath for preliminary
GLACIER PINES TRAILER PARK approval of "Glacier Pines Trailer Park," a
26 space mobile home park on 9.35 acres of
land, located adjacent to Glacier Pines Camp-
ground, south of Montana 35 at the intersection
of Helena Flats Road.
Jim Mohn presented the F.R.D.O. report for
"Glacier Pines Trailer Park." The project
is being designated to accommodate both single
and double wide units. The major comments
received regarding this project came from
Sheriff Rhodes concerning flooding in the area,
and the County Sanitarian was concerned that
the existing sewer facility may need to be
expanded. As for public comment, Mrs. Emil
Struck indicated over phone conversation
that she would like to have her comments for:

approval be granted; they are as follows:'
a. The green belt area should be maintained
along the north, east, and south borders
of the project.
b. A chain link fence of sufficient height
to prevent intrusion should be erected
by the developer to enclose the property
on at least the east and southern boundaries
at the developer's cost.
C. The total number of trailer sites should
be reduced to mediate the aesthetic impact,
�\ the dollar value of property destruction
due to flood danger, pressure on the ad—
jacent property, and possible difficulties
which may result from sewage treatment.
Mohn gave the F.R.D.O. report recommendations
for approval of the Glacier Pines Trailer Park
subject to nine conditions.
Jerry Lipp asked if the 24 foot paved driving
surface could be 22 feet or if 24 feet was
mandatory.
Verma said 24 feet is standard under the
Flathead County Subdivision Regulations.
Jerry Lipp asked if the fence had to be chain
link or if it could be woven wire with barbed
wire on top. In regards to the flood plain
issue, Lipp said that they have USGS approval
and a letter by Tom Cowan indicated that there
may be some conflicts in the zoning "B" desig—
nation of the flood plain. Lipp also said
he would like to have a street light in front
of each trailer where the parking spaces would
be designated instead of having overhead mercury
vapor lights. Lipp also commented that he
doesn't know what to do about the disturbances
mentioned in the letter by Sheriff Rhodes.

Public Hearing Trippet called on public comment for the propo—
sal.
Emil (Bud) Struck said that he has no objec—
tion of Bob Flath putting in a trailer park
so long as he complies with the criteria in
the document of Ralph Robinson's to put in
a chain link fence 6 feet high as he does not
want other people invading his property.
Emil Struck said the chain link fence will
keep the kids from heading towards the river.
The woven wire is not high enough.
Lipp said they can keep people from crossing
over the property with woven wire also. The
difference in cost would be approximately $7500.
Trippet called on public comment against the
proposal.
Emil Struck said all they are trying to do
is protect their property as people have pulled
up fences, etc. Mr. Struck then said he would
agree to have woven wire with 3 strands barbed

tained. Clarence Struck also agreed for the
same.
Bob Flath agreed to have the woven wire with
the barbed wire on top.
Action and Recommendation Trippet questioned if the playground equipment
would be maintained.
Flath said he has a playground set and it would
be maintained.
Sloan asked if the sewage treatment requires
maintenance.
Trippet said the State Sanitation and County
Sanitation would take care of the sewage treat—
ment.
Motion Manning moved to approve Glacier Pines Trailer
Park with an additional street light in front
of each trailer where the parking spaces would
be designated upon the approval of the F.R.D.O.,
the recommendations 1 through 9, and fencing
along the east and south boundary consist of
4 foot woven wire with three (3) strands barbed
wire on top for a total height of six (six)
feet and kept maintained. Reynolds seconded.
Motion carried.

;'REQUEST FROM KAL-MONT DAIRY Jim Mohn presented the F.R.D.O. report for
`OR PRELIMINARY PLAT APPROVAL a request from Kal-Mont Dairy for preliminary
OF CRESTVIEW TOWNHOUSES plat approval of "Crestview Townhouses," an
18 unit townhouse development on 1.871 acres
of land located on the east side of Whitefish
Stage Road, 500 feet south of Mission Trail.
The proposal calls for 3 lots with 6 sub -lots
or townhouses within each of the greater lots.
Mohn gave the F.R.D.O. recommendation for
approval of the preliminary plat of "Crestview
Townhouses" subject to the following conditions:
1. That all water and sewer extensions and
storm drainage plans be approved by the
State Department of Health and Environ-
mental Sciences.
2. That 10 feet of right-of-way be dedicated
along Whitefish Stage Road (not shown on
preliminary plat).
3. That garage locations be changed so as
to be located astride lot lines.
4. The final subdivision design reflect the
bulk and dimensional requirements of the
RA-1 (Residential Apartment) zone.
5. Final approval be subject to the developer
securing a "conditional use permit" being
issued by the County Board of Adjustment,
prior to any construction.
6. That cash -in -lieu of park be accepted in
the approximate amount of $316.00 (subject
to actual final plat computations).
7. That all improvements, as shown on the
preliminary site plan and as required,
be completed or bonded in accordance with
Chapter 9 of the Flathead County Subdivision
Regulations.
8. All roads shall be built to County Stan-
dards, be paved and remain private with
a homeowners agreement for maintenance.
9. Homeowners Association be responsible for
maintenance and taxation on common areas.
10. Access to and improvements within the right-
of-way of Whitefish Stage be approved by
the County Road Superintendent.

11. That appropriate house/unit numbers be
assigned and provided, and that street
signs be provided.
12. That adequate street/area lighting be pro-
vided, and approved by the F.R.D.O. and
Board of Commissioners.
Public Hearing Trippet called on public comments for the
Crestview Townhouses.
Bill Doyle, surveyor, commented that they go
along with everything except the 10 feet right-
of-way be dedicated along Whitefish Stage Road.
It was shown on the plat 40 feet rather than
30. It has already been taken care of on the
plat.
Jay Kirby, architect, asked for clarification
of recommendation #3.
Bill Doyle said the lot lines on the final
plat will be jogged to coinside with the
building lines.
Trippet called on public comments against the
Crestview Townhouses.
There were no comments against the Crestview
Townhouses.
Action and Recommendation Sloan asked why not leave in recommendation
#2.
Bill Doyle said it would be fine, but he has
already taken into consideration to dedicate
the 10 feet right-of-way.
Motion Reynolds moved to approve the preliminary plat
of Crestview Townhouses with the recommendations
1, 2, and 4-12 (3 is omitted). Manning
seconded. Motion carried.
OLD BUSINESS None.
NEW BUSINESS Trippet said he received a letter from Nick
Verma for workshops on May 15, May 22, and
June 5, 1984.
Verma said the outline for updating the Kali-
spell Area Master Plan will be the same as
Columbia Falls - set up work sessions with
the City Council, Board of Commissioners and
Planning Board.

Tom Jentz, Senior Planner, said three meetings
should cover the Master Plan.
Jentz passed out summarys of the Plan for the
members to review. The meetings will be held
at the Kalispell City Hall.
