CALL TO ORDER AND ROLL CALL The meeting was called to order by James
Stephens at 8:30 P.M. in the Kalispell City
Hall Council Chambers. Roll was taken.
APPROVAL OF MINUTES Stephens called on any corrections or amend—
ments to the minutes of April 10, 1984, and
the minutes for the workshop on April 24, 1984.
Trippet moved to approve the minutes of April
10th and the workshop on April 24th. Sloan
seconded. Motion carried.
KALISPELL CITY ZONING James Stephens said the Zoning Commission has
ORDINANCE gone over the Zoning Ordinance in the workshops
with the City Council. It seems to be the
City Council's desire to reduce the number
of zones or some way amend the ordinance without
having to go through public review process.
Verma said if you don't want to hold public
hearings, there is nothing we can do. If you
make a change, you have to go through public
hearing process.
Manning stated that Saverud would be satisfied
if we can lump sum together without doing a
new ordinance. Manning also said Glen Neier
feels that the Commission can possibly amend
the present ordinance, reduce the zones and
make it workable for Alan Peterson, an'd 'that.'

Manning said he feels the majority of the Coun—
cil wants something done to make the ordinance
more manageable.
Alan Peterson said he has been a proponent
to reducing the number of zoning systems and
redundant classifications. The downtown area
of Kalispell is one of the limited pyramidal
systems and we have to be proposed of which
system is the better system and which would
be the model for the reduction into one zoning
system.
Manning asked if there was any reason why the
downtown ordinance is separate from the City.
Mohn said the only reason there is a separate
ordinace is because the ordinance that was
applied citywide was considered too rigid to
be effective in achieving the redevelopment
area goals. It is not necessarily bound to
the redevelopment area.
Manning asked Alan Peterson for his opinion
as to what would be more compatible for zoning,
the model of the downtown area, the concept
that is there or a more rigid structure of
the outside area.
Alan Peterson said the pyramidal type zoning
would solve some problems that he deals with
everyday. There have been a number of serious
complaints of not being able to build a multi—
family structure in a commercial district.
The downtown redevelopment ordinance does not
allow this except above the first story.
Manning asked Verma if he felt the Zoning
Commission could arrive at something close
to the flow chart, as shown on the Zoning Com—
parison Table, through amending the present
ordinance.
Verma said yes, but he doesn't think the Council
is ready to make any immediate changes.
Verma gave four options to consider for the
Zoning Ordinance.
1. Don't do anything and hope as time passes
more people will become familiarized.
2. Rearran_ gel theuzon-ing document. c
Divide the whole document into Part A and
Part B. "A" for redevelopment area zone
and "B" for the other zone. There should
also be a list of contents in the City
Zoning Ordinance and an appendix be added
to explain various technical terms.
3. Change the draft without changing class-
ification.
4. Reduce the zoning classification - make
a decision of pyramid zoning or
euclidian zoning, which is the zoning in
the City, or go with the combination
of the two zones.
Alan Peterson said it is more than just a table
of contents and separating the two zoning
systems.
Alan Peterson said it was mentioned at the
meeting of the City Council that it was never
intended to have two separate pre-existing, .
non -conforming clauses for each of the zoning
systems. Alan is administering the ordinance
as two separate clauses and it is causing a
great deal of confusion.
Manning asked Verma how involved it would be
for the Planning Staff to draw up a new or-
dinance without changing any lines.
Verma said the F.R.D.O. had prepared and pre-
sented to the Annexation Committee a Zoning dom-

Motion Trippet moved to have the F.R.D.O. proceed
in the development of a zoning ordinance as
outlined in Alternate No. 1 of the Zoning.
Comparison Table as submitted with pyramidal
zoning as it implies. Manning Seconded. Motion
carried.
OLD BUSINESS None.
NEW BUSINESS Mannng_mentioned the Council voted in favor
of the PUD ordinance.
