The workshop began at 7:30 P.M. in the Council Chambers, Kalispell City Hall.
Manning distributed copies of the "Comment On Zone Reduction" prepared by
Alan Petersen.
Manning mentioned that Alan Petersen had suggested adding an Appendix to the
present Zoning Ordinance - an "interpretation of the Ordinance',' -(optional list
of permitted uses). Manning said he had spoken with Glen Neier, City Attorney,
regarding this and he said he would give it some consideration.
Manning read the first issue of the "Comment On Zone Reduction" that being -
Two zoning systems within the City creates confusion, combine into one system.
Manning said there were two interpretations to the LM zone area allowing same
uses - suggested changing the exterior zones.
Mohn indicated that the LM - I-1 and R-5, D-1 were the only straight line
comparison zones between the greater City Ordinance and Redevelopment Area
Ordinance.
Manning suggested Conditional Use Permits as a solution.
Mohn suggested use Redevelopment Area Ordinance as a base line and work out
from there.
Manning spoke of Glen Neier's idea of possibly "broadening the categories" in
the Zoning Ordinance - more overlap - create more of a buffer area between
zoning classifications.
Springer suggested getting input from the Regional Development Office and couldn't
understand why these ordinances couldn't be compatible.
Manning presented members with copies of "An Evaluation Of The Kalispell Zoning
Ordinance."
Mohn said we are back where we were 18 months ago. Then there were basically
/—� four options:
1. Take the greater City Ordinance and amend it to suit.
2. Take the Redevelopment Ordinance and amend it to suit.
3.' Come up with a new Ordinance.
4. Begin with Ordinance we have now and delete ordinances we won't use.
Trippet said the Annexation Committee then met with the Council on March 25th.
The final solution then was to live with what we have, but to streamline it.
Manning suggested amending existing zone to pyramid -the table of permitted uses.
Trippet said the Zoning Commission should adopt the best option for changing
the Ordinance, then recommend it to the Annexation Committee, then the Annexation
Committee recommend it to the Council.
The consensus of the group was to discuss this at the next City Zoning Commission
meeting on May 8, 1984 for action and recommendation to the Annexation Committee.
The meeting adjourned at 9:00 P.M.
