CONCERNS: That commercial development west on Highway 2 stop at the
Pony Express. Voiced by a large property owner adjacent
to Pony Express. If any development occurs, it should
be residential.
Stillwater Road is a dust and health hazard. Large
property owner just north of 3 Mile Drive and west of
Stillwater Road said they are being forced out of
farming because of traffic and dust. County should
surface the road or else they will just sell the land
to a developer and leave.
Residential property owner just south of Second Wind
wanted area to be designated for office.space as he
is surrounded by commercial uses. (Plan is appropriate.)
O Concern that North Meridian just north of 2 Mile Drive
be! designated commercial. (It is currently High Density
( Residential.)
A question that the Deitz landgrant to the School District
on West Spring Creek Road and 2 Mile Drive is no longer
valid.
A comment by a resident living on Willow Glen Drive who
felt Willow Glen Drive should 'not be an arterial or a.
by-pass. He said both the Transportation Advisory Committee
and the State Highway Department had agreed that. Willow Glen,
should not be an arterial street in meetings held in the
past year.

An owner of 20 acres of land north of the Court Club on
Reserve Drive wanted a Commercial Designation. He had no
current intended use but he indicated commercial property
sold for a higher price than residential as the Plan
indicates. He also said with Semi -Tool owning a _30 acre
tract and trying to buy more, the entire north side of
Reserve from Highway 93 to Whitefish State Road should go
commercial.

A pastor said his congregation had purchased 11 acres of
land on the northeast corner of Reserve and 93 and was
told by a neighbor- the plan designated the area residential
so he could not build a church. I informed hire that
residential is where a church should be located.
A local resident wants to develop a mobile home park
complete with municipal services and annexation. We
discussed .in general terms, development standards and
potential locations.

On page iii, the section on Past Efforts should mention
that the 1974 Kalispell City -County Plan was reaffirmed
by the County in 1978.
On page 2, second paragraph, there is a discussion on
how to interpret the Master Plan Map. It was recommended
that the words from the "Little Case".- Substantially in
compliance with the Comprehensive Plan —should be inserted
plus a discussion of natural barriers, i.e., rivers, foothills,
major streets, efc. serving as natural boundaries between
(- Planning Districts.
Page 2, additional objective under Administration should
read "adequate administrative staff be established and
maintained to adequately administer the planning and
regulatory functions of each jurisdiction".
Page 5, rewrite the second objective under Housing - Review
the zoning map and ordinance periodically to correct any
discriminatory or exclusionary requirements.
Page 8, the last objective under Public Facilities.should
be changed to read "cooperate with the Flathead Valley
Community College in their plans to relocate into a new
facility".
Page 37, the first'paragraph,,last sentence should be
added to as follows "in the area outside the city limits".
Page 54, Chapter 7. We need a policy concerning the status
of streets and to what degree they should be upgraded or
improved to when annexation occurs.

Page 61. Police Department. The first paragraph shou.ld
end with the sentences: ''They do not do so as a matter of
policy. The prime responsibility for law enforcement out-
side the city limits lies with the County Sherrif's
Department."
Page 65. Plan does not address status of or future plans
for Storm Drainage in the City or the Planning Jurisdiction.
Page 69. Delete Great Northern Depot from list of buildings
occupied by thecollege.
Page 75. Delete Recommendation 1 at top of the page.
Delete the words extra -territorial from
Recommendation 3.
Delete Recommendation 5.
Page 76. Recommendation 1 at the top of the page.should
be rewritten to state that the county should enforce the
Kalispell Subdivision Regulations in the rural areas
adjacent to the city to insure conformity and compatibility
in design...
Page 77. Recommendations under Building Codes Section

should incorporate the concept of a county Building.Inspec-
tion Department which would handle all construction outside
the city limits.
Page 80. Add a section to discuss the amendment procedure
for this plan.
