CALL TO ORDER The meeting was called to order by Mayor LeRoy McDowell at 3:10 p.m.
in the Council Chamber of the City Hall, Kalispell, Montana. Those
present for the work session .were Nakul S. Verma and Tom Jentz of the
planning staff; Wayne Saverud, Pat Springer, Louis Ruiz, Paul Palmer,
Gary Nystul, Howard Grainger, and Chuck Manning of the City Council;
Virginia Sloan, John Santa, James Stephens, Ed Trippett, Bob LeDuc,
and Frank Crick of the Kalispell City -County Planning Board; Mayor
McDowell, Ross Plambeck, Kalispell Development Council; Doug Johns,
Real Estate Agent; and Rick Hull of the Daily InterLake.
PROPOSED MASTER Nakul Verma, planning director, introduced Tom Jentz, senior planner,
PLAN who has been doing the work on the Kalispell Master Plan. Jentz gave a
brief discussion on the contents of the proposed Master Plan using
five maps to show visually the difference between the scope of the
present plan and the scope of the proposed Master Plan. The five maps
used were the zoning map, the land use map, the current comprehensive
plan map, the proposed master plan map, and a map showing only the
areas where changes have been made. He explained that the text should
be used side by side with the map. Transportation, public facilities,
and housing, not previously addressed by the Comprehensive Plan, is
included in the proposed Master Plan. He further stated that updating
the comprehensive plan reflects the fact that Kalispell and the fringe
areas around the city have been growing.
Verma explained that the purpose of this meeting was to introduce the
proposed Master Plan to the City Council that the Kalispell City -
County Planning Board has been working on for the past one and
one-half years. He said the Planning Board will be making a recommenda-
tion to the City Council and the County Commissioners soon. The
Planning Board would like the Council'.s input as to whether or not the
Board is on the right track. If there are any major problems with the
proposed Master Plan then the Planning Board will have to do some more
work on it. He further explained the procedure for adopting the Master
Plan and the need for the Master Plan.
Discussion between the members of the City Council and the Kalispell
City -County Planning Board ensued. Some of the issues raised were that
some Council members felt that the Master Plan was cast in concrete
and that it was ironic to say that it was just a guide. Some of the
discussion centered on the effect upon zoning that a Master Plan has.
Others also wanted to know what the procedure was for changing the
plan once it is approved. It was explained that a Master Plan is an
ever -changing thing. The proposed plan gives a starting point and from
there it will evolve as the needs of the ''ty: change. There were no
conclusions drawn from the discussion.
ADJOURNMENT The meeting was adjourned by mutual consent at 4:38 p.m.
