MINUTES

PRELIMINARY Manning introduced the application by Kalispell Park
PLAT -
Associates for preliminary plat approval of Willow Glen
WILLOW GLEN
Expansion, a major subdivision involving the addition of
EXPANSION
eleven mobile home spaces to Willow Glen Mobile Home Park.
The propos.ed.subdivision is located on two acres of land
between the Willow Glen and Twin Acres Mobile Home Parks.
..It is further described as Tracts 5CDMA and 5CDDA in the
SE4SE4 of Section 20,.Township 28 North, Range 21 West,
Flathead County.
PUBLIC
Manning opened the public hearing. Paul Wells spoke on

behalf of the applicant, stating the applicant owned both
Willow Glen and Twin Acres Mobile Home Parks, and since
the proposed subdivision is located between the two parks,
other than a use of a commercial nature, the most logical

use would be for additional mobile home spaces. He stated

that the cash -in -lieu: fee as stated in the Staff Report

and Recommendations seemed high to his clients, as they
are projecting less than eight children in the addition.
BOARD
There were no opponents.. Manning closed the hearing to

public input and turned it over to Board discussion.
Greer stated that the proposed lots would be sharing
septics, .two spaces to a septic except. one septic would
handle three spaces. The Twin Acres water system is
proposed to handle the additional spaces. There would
be two tanker recharge facilities for fire protection.
Staff had some design concerns; mobile homes are sup-
posed to be spaced twenty feet apart, -,and removal and
placement of a mobile home'on one of the lots could be
difficult. 'Insofar as the amount of cash -in -lieu of
parks., the figure was based on data.. supplied- by the
applicant as .to the cost of the property.
LeDuc stated there was a need for mobile home spaces in
the area. A brief discussion was conducted about the
amount of cash-inm;lieu, with Manning stating that the
Staff recommendation should stand, because adults use
parks,.as well as children.
MOTION Santa moved that the subdivision be approved subject to
the conditions as outlined in the'Staff Report and that
the recommendations be forwarded to the'County Commissioners;
LeDuc seconded; all present voted aye.
ZONE CHANGE Manning introduced the application by Kenneth C.
REQUEST -
Dahlgren to amend the Official Zoning Map of Flathead
DAHLGREN
County by changing the zoning classification of a five
(5) acre track of land in the Eastside Zoning District
from AG-2 (Agriculture) to SAG-1 (Suburban. Agriculture).
The subject property is Tract.3 in Section 2, Township
28 North,.Range 21 West,,P.M.M., Flathead County.
PUBLIC
Manning opened the public hearing. Dahlgren stated the

primary reason for requesting the zone change was to
give him flexibility in selling the property.
There were no opponents. Manning closed the hearing to
the public and turned it over to the Board.
Greer went through the twelve'criteria.to be considered
in a zone change with the Board. He stated the primary
difference between AG-2 and SAG-1 is that the SAG-1 would
allow a little.more flexibility of use, although agricul-
ture could still persist as a primary use.
MOTION Reynolds moved that a recommendation for approval be for-
warded to the County Commissioners for a zone change from
AG-2 to SAG-1 for the Dahlgren property; LeDuc seconded;
all present voted aye.
REQUEST FOR Manning introduced the application by John L. and LeEtta
ANNEXATION H. Carver for annexation into the City of Kalispell of
AND ZONING - approximately 0.'884 acres of land with a B-3 (General
CARVER Business) zoning designation. The subject property is
a small portion of a*5-acre tract (Tract 1A, 7BC) which
borders Appleway'Drive near the 4-B's Addition.
Greer went through the application and the Staff Report
and Recommendations with the Board. Santa inquired about
the zoning for the balance of the Carver property and
why the applicant wasn't requesting annexation for the
entire parcel. Manning explained that there was no zoning
presently on the property, although the entire parcel was
designated commercial in the Comprehensive Plan.. Greer
stated that when the City signed the agreement with the
applicant for -City services,.it was only for the small
portion.
MOTION After further discussion, Reynolds moved that the appli-
cation for annexation and zoning designation be forwarded
to the Council with, a recommendation for approval subject
to the conditions of annexation stated in the Staff Report;
LeDuc seconded,.all present voted aye.
PROPOSED Greer stated that the Council had requested that the
AMENDMENT - Zoning Commission propose an amendment to the Planned
KALISPELL Unit'Development provisions of the Kalispell Zoning Regu-
ZONING lations to allow mixed use.PUD's in residential zones.
REGULATIONS The present ordinance allows mixed use PUD's in commercial
zones. Sections 8.03(3)D and 8.03(4)D would have to be
addressed. 'The 'Staff presented the text of a proposed

amendment to the PUD ordinance. Santa expressed con-
cern that unless the ordinance was worded carefully,.
(� it would be mis--used. He was particularly concerned
about allowing mixed use PUD's that would end up being
a means to further strip development by allowing all
the commercial uses to.face on the highway or exterior
roads rather than be."mixed" within the PUD. Greer
said that a PUD should have:a central focus and agreed
that access to the uses should be from the interior
road system of the PUD. Manning stated that the present
Ordinance 1043 has checks and balances. Reynolds, LeDuc
and Crick also offered comments about PUD's. Greer
stated that typically a mixed use PUD works best in areas
of 100 acres or more. Reynolds stated thathe felt it
should be larger than five acres (as stated in the pro-
posed amendment), which is only about one and a half
city .blocks. The',Commission agreed that landscaping,
ingress and egress, and overall design were critical to
the acceptance of a mixed use PUD.
MOTION
After extensive discussion, Reynolds moved that a mixed
use PUD in a residential'zone be allowed as per the proposed
Staff amendment, with a minimum of 20 acres, .and that all
uses.of the PUD must gain access from the interior with
limited access from the main road. LeDuc seconded.
Manning questioned (f) in the Staff Report; Greer stated
that a PUD should incorporate -at least 30% open space
to accomodate landscaping, etc. Manning called for the
question; all present voted aye. The Zoning Commission
recommendation will be forwarded to the City Council.
PROPOSED Greer advised that a letter had been received from the
AMENDMENT City Council requesting the Zoning Commission propose an
