PERFORMANCE BOND REMINDERS: Johnson reported Public Works is still dealing with
Three Mile Views and asked that Fincher meet with the Doug Siderius, the contractor, and the bank
on site to discuss the landscaping requirements.
OLD BUSINESS: Heil — 749 West Center Street — Sorensen reported he spoke to the developers
recently and they working on the items that were requested however, nothing has been submitted.
ASI (Van E Apartments) — 420 Grandview - Burnham talked to Greg Lukasik from Morrison-
Maierle who said they are waiting for the snow to clear so they can take a lot at the downstream
drainage so they can do the assessment or modeling. The PILT agreement has still not been returned
from ASI, Inc.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS: Willow Creek PUD/subdivision — Conrad distributed the new
information that Hubert Turner submitted and asked for comments by March 5t'. Conrad wanted to
clarify the discussion requiring a second access in Phase 1 of Willow Creek and he noted Turner is
requesting the access to the north be emergency access only. However, the city will require the street
be built to the city's Rural Road Section standards including pavement and a bike path to the
Meridian Trail. There was lengthy discussion and the committee and it was agreed that the street be
built with a 60 foot R/W that will include a 10 foot bike path on the east side of the bridge.
Discussion continued to determine when the city should require that the street be improved to city
collector standards and the committee agreed at the beginning of phase 2 (when the 85t' lot is
created).
Conrad suggested meeting with Public Works after next week's Site Review Committee meeting to
discuss Public Works issues. Johnson noted the city needs an overlay that indicates the location ofthe
transition lots. Castles asked if there is a maximum slope that houses can be built on and Conrad said
the subdivision regulations it cites that you can't go over 30% and if the slope is 25-30% a
geotechnical report is required. Sorensen asked if they planned to make adjustments on the size of
the corner lots proposed in the subdivision and Conrad said he notified them of that and Turner has
not addressed that issue. Jentz said if they cannot show that a 40 foot wide lot is buildable then a lot
width requirement will be added to the conditions.
OTHER REPORTS: Bloomstone — Jentz reported that Bloomstone is still moving forward and
there are 2 different owners now. Edgewood owns the 15 acres where the assisted living facility will
be located and a PUD amendment to eliminate 150 condominium units. Jentz added a revised Traffic
Impact Study (TIS) would probably be overkill with just these changes. However with the other
changes proposed there will be an increase in density and therefore an updated TIS will be required,
the cost of which will be shared by both developers. Burnham said if this is a PUD with the increased
density what are they giving to the city in exchange and Jentz said staff hasn't gotten that far yet.
Conrad reminded the committee that with the original proposal they were looking to acquire 11 acres
of parkland just north of Bloomstone to add onto the KidSports facilities. Conrad said along with a
PUD also comes better design aesthetics which Conrad explained further.
Eagle Transit Bus Barn — Willow Glen near the intersection of Kelly Road — Sorensen reviewed
the site plan and noted this project would be a mirror image of the existing bus barn but because it
will have a wash bay, city sewer is required and they have applied for annexation. Burnham noted
they will be subject to certain impact fees but not transportation impact fees because that impact was
already considered with the current Eagle Transit operations at that location. Diehl said the Fire
Department will not approve the project unless they hook on to city water services because they will
not be able to meet the fire flow requirements. Jentz said the annexation of the property will be
reviewed at the March 15th city council meeting and then will come back through the planning board
for zoning. Jentz suggested the Fire Department contact the Jim Atkinson at the county, the architect
John Peterson or the Morrison-Maierle the engineer as soon as possible to discuss the water issue.
This project will be reviewed at next week's meeting. Further discussion was held.
Wholly Surrounded Annexation Review — The committee reviewed the city map that indicates the
location of the 7 areas of wholly surrounded properties that will be forwarded to the city council to be
considered for annexation. Further discussion was held regarding annexation of contiguous
properties, especially those east of the new alternate truck route.
