SUBJECT: Intent to Hold a Public Hearing on the Fiscal Year 2024 Tourism
Business Improvement District Budget
MEETING DATE: June 3, 2024
BACKGROUND: On May 3, 2010, pursuant to Section 7-12-1101, et seq., MCA, the
City of Kalispell created a Tourism Business Improvement District [TBID], and then renewed
the District pursuant to Section 7-12-1141 MCA, beginning July 1, 2020. This entity falls under
the provisions of Business Improvement Districts that deal specifically with hotels and short-
term rentals.
The TBID presented to City Council an FY24 work plan and budget during the May 20, 2024,
Council meeting including a request to increase the bed tax assessment from $2.00 per night per
to $4.00 per night per room. Pursuant to Section 7-12-1132, et seq., MCA, a resolution is before
Council to notify the public of the intent to hold a hearing on June 17, 2024, to hear from the
public regarding the proposed TBID budget and work plan including the assessment increase. If
the Resolution of Intent passes, consideration of the TBID budget would occur July 1, 2024.
RECOMMENDATION: It is recommended that the Council consider Resolution 6201, a
resolution setting a public hearing date for June 17, 2024, to hear and consider public comment
on the work plan and budget for fiscal year 2024-2025 for the Kalispell Tourism Business
Improvement District as recommended by its Board of Directors.
ALTERNATIVES: Upon consideration of the proposal the Council may reject the resolution.

RESOLUTION NO. 6201
A RESOLUTION OF INTENT CALLING FOR A PUBLIC HEARING REGARDING THE
PROPOSED TOURISM BUSINESS IMPROVEMENT DISTRICT ("TBID") FY 2024-2025
BUDGET AND WORK PLAN, INCLUDING A BED TAX ASSESSMENT INCREASE, AS
RECOMMENDED BY ITS BOARD OF DIRECTORS.
WHEREAS, on May 20, 2024, the TBID presented to the city council an FY24 work plan and
budget, including a request to increase the bed tax assessment from $2.00 per night
per to $4.00 per night per room; and
WHEREAS, pursuant to Section 7-12-1132, et seq., MCA, the public shall be notified of the
intent to hold a public hearing in order to hear from the public regarding the
proposed TBID budget and work plan including the proposed bed tax assessment
increase.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION 1. On the 17th day of June, 2024, at 7:00 o'clock P.M., in the Council
Chambers, City Hall, 201 1st Avenue East, Kalispell, Montana, the city
council of the City of Kalispell shall hold a Public Hearing regarding the
proposed TBID FY 2024-2025 budget and work plan, including the bed tax
assessment increase.
SECTION 2. That notice of the passage of this resolution shall be published pursuant to
Section 7-1-4127, MCA.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF
THE CITY OF KALISPELL, THIS 3RD DAY OF JUNE, 2024.

NOTICE IS HEREBY GIVEN, that on the 17th day of June, 2024 at 7:00 P.M., in the
Council Chambers, City Hall, 201 1st Avenue East, Kalispell, Montana, the City Council of the City
of Kalispell shall hold a Public Hearing on the Tourism Business Improvement District's ("TBID")
FY 2024-2025 Work Plan and Budget, including a request to increase the bed tax assessment from
$2.00 per night per to $4.00 per night per room.
