SUBJECT: Appointment to the Technical Advisory Committee
MEETING DATE: June 3, 2024
BACKGROUND: The Technical Advisory Committee (TAC) coordinates transportation
planning and recommends project needs and priorities to the Kalispell Council, Flathead County
Commissioners, and the Montana Department of Transportation regarding:
• Local objectives, community values, community goals and policies to guide development.
• Professional and technical considerations involved in plans and decisions.
• Long- and short-range plans and programs for development of the area.
• Programs for financing, staging, administering or otherwise implementing the
transportation plan.
• Solutions to specific development problems.
Two city residents represent the City of Kalispell on the TAC Board, as do the City Manager, and
the Development Services Director. The Committee has one vacancy from a recently expired term
and has received two new applications.
RECOMMENDATION: Mayor Johnson appoint, and City Council confirm the appointment
of one applicant to serve as a city representative on the TAC Committee for a two-year term
ending April 30, 2026.

Hoping to apply my unique personal and professional experience to help our community's
responsible growth and maintenance. As a previous business executive and project
manager on a variety of projects, spanning multiple industries across North and Central
America, I believe I can apply unique perspectives and solutions to our community's
challenges with the best interest of our fellow citizens in mind.
Detail any education, knowledge, or experience you have which would be beneficial to this board, committee
or commission:
Flathead Valley native, graduate from Montana Tech with a B.S. in Environmental
Engineering. 10 years of project management and engineering experience in the
water/wastewater treatment, dredging, trenchless, deep foundations, mining, and O&G
industries - including some of the largest infrastructure projects in North America.
Currently a registered Professional Engineer and am a certified Project Management
Professional and LEED Green Associate. Previous Chairman of Montana Tech Alumni
Association (Houston, TX) and Area Advisory Board Member.

I operated a limousine service in the Flathead Valley for 16 years. I served on the Kalispe[
Chamber Transportation Committee for several years and represented the Chamber on
the Tac for years as well. I am well-acquanted with parliamentary procedure and the
conduct of committe business.
