SOQ NARRATIVE—AREA 4: STORMWATER COLLECTION AND TREATMENT With specialized expertise and innovative solutions, Kittelson excels at addressing the unique challenges of stormwater management in diverse environments. Conceptual drainage, hydraulic capacity, Green Stormwater Infrastructure (GSI), Low Impact Development (LID), Best Management Practices (BMP), and hydrologic analysis and design begin early in the design phase. PREVIOUS PERFORMANCE/EXPERIENCE CCDC 11TH STREET BIKEWAY CONCEPT AND FINAL DESIGN | BOISE, IDKey Staff: Evan Reed, Brian Bustos, Liz Kaniecki, Daniel Child, Darcy Sulz Celebrated as the first Ridge to Rivers bikeway in Boise, Kittelson worked with Capital City Development Coorporation (CCDC), Ada County Highway District (ACHD) and the City of Boise to develop the 11th Street Bikeway from concept to full PS&E package. The Kittelson team was responsible for the design and analysis of the existing and proposed stormwater management improvements associated with the corridor bikeway enhancement in downtown Boise. The project included constructing inlets and storm sewer to collect and convey captured runoff from the roadway as well as tree-well infiltration galleries adjacent to the roadway. These tree-well galleries capture and infiltrate rainwater below the sidewalk, providing a reduction in stormwater runoff and pollution as well as space for street trees to grow in a heavily urbanized environment. CCDC 5TH AND 6TH STREET TWO-WAY CONVERSION | BOISE, IDKey Staff: Evan Reed, Liz Kaniecki, Daniel Child, Ly Nguyen Kittelson conducted a Two-Way Conversion Feasibility Study in 2017 and a refined traffic analysis completed in 2019. The City of Boise identified the 5th Street and 6th Street Two-Way Conversion as a high priority project. For this effort, the City and (CCDC) partnered with ACHD and Idaho Transportation Department (ITD) to achieve the City’s vision for the partial two-way conversion of 5th Street and full two-way conversion of 6th Street. The Kittelson team is responsible for designing the drainage improvements associated with the pedestrian safety and corridor enhancements in downtown Boise. The project includes designing permeable pavement sections and tree-well infiltration galleries to capture and infiltrate rainfall from the surrounding roadway. These improvements will decrease the amount of stormwater runoff from the roadway, decrease pollution, and support urban streetscape enhancements by increasing the amount of water and root space available to urban street trees. ODOT OR219 ROUNDABOUT AT BUTTEVILLE ROAD | WOODBURN, OR Key Staff: Fred Wismer, Daniel Child, Cedomir Jesic Kittelson led the preliminary and final design for a multi-lane roundabout at OR219/Butteville Road with the Oregon Department of Transportation (ODOT) Region 2. The roundabout tied into the realigned Butteville Road as designed by another engineering firm for the adjacent private development. The roundabout improvements in Woodburn included the design and construction of over 2,000 linear feet of pipe with catch basins and manholes to collect and convey stormwater runoff from the roadway. The stormwater is conveyed to a stormwater management pond designed for the project to remove pollutants and control flows discharging to the nearby creek. The stormwater pond was designed with a series of flow control orifices to prevent an increase in flows downstream of the project and control flow durations to prevent stream erosion. PREVIOUS PERFORMANCE/EXPERIENCE MDT CONRAD DRIVE AND 2ND STREET EAST ROUNDABOUT DESIGN | KALISPELL, MTKey Staff: Brian Bustos, Ly Nguyen, Alicia Benjamin, Dimitryan Shadrin The Montana Department of Transportation (MDT) in conjunction with the City of Kalispell authorized a feasibility study for a single-lane roundabout at the intersection of Woodland Avenue and 2nd Street East/Conrad Drive in the City of Kalispell, Montana. The Montana Department of Transportation has authorized advancement of the roundabout concept into the preliminary design PE phase, and the proposed design will improve the intersection's safety, including reducing the frequency and severity of crashes The design also accommodates pedestrian and bicycle traffic at the intersection, addresses accessibility deficiencies at the intersection, and constructs improvements generally within the existing right-of-way footprint. The project is slated for completion with an estimated ready date of February 1, 2026, and a let date of June 1, 2026. CCDC 11TH STREET DOWNTOWN BIKEWAY CONCEPT AND FINAL DESIGN | BOISE, IDKey Staff: Rachel Grosso, Evan Reed, Brian Bustos, Liz Kaniecki, Daniel Child, Darcy Sulz This project entailed creating a raised bike lane spanning from State Street to River Street along the 11th Street corridor, seamlessly connecting the Boise Foothills with the heart of downtown and traversing through the vibrant North End neighborhood. Celebrated as the first Ridge to Rivers bikeway in Boise, Kittelson worked with CCDC, ACHD, and the City of Boise to develop the 11th Street Bikeway from concept to full PS&E package. The project consists of 1.5-miles of low-stress bike facilities using enhanced intersection treatments for pedestrians and bicycles via curb extensions (bulb-outs), RRFBs, and illumination at three intersections along the corridor. This project, completed in early 2024, also includes a large multi-use pathway through Boise High School Campus with pedestrian-level lighting, wayfinding signage, and the reconstruction of 16 pedestrian ramps to meet current ADA standards. Under our Operations Term Contract with MDT, Kittelson has successfully completed term assignments involving the retiming of over 70 signals (Siemens M50 and M60, Naztec controllers) along five high-volume corridors in Montana, including US 93 in Kalispell. These projects have encompassed a range of tasks, including collecting data, developing signal timing parameters and left-turn phasing, creating timing plans for various time periods and events, conducting signal timing coding along with completing field implementation, before-and-after studies, variable speed limit (VSL) feasibility studies, signal timing briefs, final reports, and presentations to cities. In terms of the Traffic Safety Term Contract, Kittelson conducted a statewide systemic safety analysis for MDT focusing on over 8,500 rural unsignalized intersections within MDT’s system. This involved gathering statewide traffic, intersection, roadway, and crash data and consolidating them into a single analysis dataset. Additionally, we collaborated with MDT, Flathead County, and the City of Kalispell to identify projects aimed at consolidating crossings, enhancing crosswalk visibility, and improving pedestrian accessibility around the Flathead County Courthouse. Kittleson’s tasks included detailed traffic analysis and forecasting for the downtown transportation network impacted by the conversions, developing alternative cross sections to implement multimodal transportation improvements, and developing the traffic signal design PS&E for 20 downtown intersections (including new signal design and existing signal modification). This analysis considered existing traffic conditions and developed traffic forecasts for design year conditions, including forecasts for directional split and total traffic volumes. Analysis also included recommendations for intersection control changes from the existing configurations, whether signalized or unsignalized, to better align with the context of the downtown setting and mobility goals of the project. Kittelson provided detailed summary of the analysis that included recommended cross sections, facility treatments, and configurations for the City of Billings to inform the design of the conversions. As design got underway, Kittelson implemented the recommendations for signalization and signal modifications into the PS&E package. Ultimately, Kittelson provided the City with analysis, recommendations, and design for multimodal improvements to the downtown transportation network and designed the necessary traffic signal modifications or installations as part of the overall conversion effort. MDT S MONTANA AVENUE PEDESTRIAN STUDY | HELENA, MTKey Staff: Jamie Markosian, Nick Foster, Becca Hoffman As part of the MDT Traffic Design Term Contract, Kittelson evaluated pedestrian crossing safety and road diet feasibility on the S Montana Avenue corridor, from 11th Street to Broadway Street, adjacent to the Montana State Capitol, in Helena, Montana. The study included detailed data collection efforts over two separate time periods while the Montana Legislature was in session (spring) as well as while the Legislature was not in session (fall); evaluation of pedestrian, bicycle, and vehicle traffic along the corridor; review and analysis of traffic safety data available from report crashes along the corridor; and alternatives development for pedestrian crossing treatments; enhanced bicycle facilities; and corridor-wide safety enhancements. Our team helps agencies and organizations with obtaining the needed funding to plan, design, operate, and maintain facilities and services that address the entire range of transportation modes. Because a successful grant application process requires combining different skillsets, expertise, and experience, Kittelson assembles grant writing teams that consist of subject matter experts, technical editors, and graphic designers. PREVIOUS PERFORMANCE/EXPERIENCE CITY OF BILLINGS SS4A GRANT APPLICATION | BILLINGS, MTKey Staff: Rachel Grosso, Andy Daleiden, Ian McMurray Kittelson led the development of the 2023 update to the Billings Urban Area Long Range Transportation Plan (LRTP), including safety analysis and SS4A implementation grant support, for the Billings/Yellowstone MPO. The plan update includes vision, goals, objectives, and performance measures around safety, resiliency, mobility, equity and accessibility, and economic vitality. A robust public outreach process with open houses, stakeholder interviews, comment surveys, and workshops with elected officials was used to share and gather feedback on the planning process, goals and objectives, community transportation and safety concerns, and project list. The culmination of the LRTP is a project list that addresses transportation mobility and safety for roadway users of all ages and abilities, with a funding plan that extends to 2045. The Final LRTP was adopted in July 2023. Of the 415 projects, 20 projects that address Safe Routes to Schools, walkability, bikeability, and equity were put forward as the City of Billings’ SS4A Implementation Grant Application. The Kittelson team collaborated with the Billings MPO’s active transportation planner to develop project descriptions, detailed cost estimates, crash reduction estimates, and a compelling grant narrative that were submitted as part of the SS4A FY 2023 cycle. In December 2023, the Billings MPO was awarded $3.5 million in SS4A Implementation funds. CITY OF MISSOULA SAFE STREETS & ROADS FOR ALL (SS4A) PLANNING GRANT | MISSOULA, MTKey Staff: Nick Foster Kittelson helped MDT, the City of Missoula, and the Missoula Metropolitan Planning Organization prepare a SS4A Action Plan grant application for supplemental planning activities on US93 in Missoula. This included working with agencies to understand their vision and develop an SS4A-compliant scope of work for supplemental planning activities. The application was successful, and Missoula received the grant. CITY OF MISSOULA MULLAN AREA BUILD GRANT | MISSOULA, MTKey Staff: Rachel Grosso, Andy Daleiden, Nick Foster In November 2019, Missoula County and the City of Missoula were jointly awarded a Federal BUILD Grant for the development of infrastructure in the Mullan Area. The Mullan BUILD project is planning, evaluating, and designing more than three miles of new roads, nearly four miles of new trails, and half-mile of restoration of Grant Creek’s stream to improve safety; reduce congestion; generate economic development; and provide greenspaces to connect sidewalks, trails, and natural resources on the western edge of the Missoula. At completion, a network of complete streets will be created to improve connectivity and provide access to 1,500 acres of developable land. The project team’s traffic work has included developing year 2050 traffic forecasts, completing year 2050 traffic analyses of roadway segments and intersections and detailed intersection control evaluations, and evaluated multimodal facilities. The team collaborated with local/state agencies and stakeholders to identify recommendations for, and design, single-lane and multi-lane roundabouts, stop-control and all-way stop control intersections, traffic signals, and rectangular-rapid flashing beacons (RRFB) at several new trail crossings and pedestrian crossings. The public involvement for this project has included webpage updates, e-mail correspondence, mailings, and public meetings. The Montana Department of Transportation in conjunction with the City of Kalispell authorized a feasibility study for a single-lane BRIAN BUSTOS, PE | Senior Engineer Page 2 roundabout at the intersection of Woodland Avenue and 2nd Street East/Conrad Drive in the City of Kalispell, Montana. Previously performed by Kittelson, MDT has authorized the advancement of the roundabout concept into the Preliminary Design (PE) phase. The proposed roundabout is intended to improve the safety of the intersection, including reducing the frequency and severity of crashes, reduce, if possible, the steep grade on the east approach to the intersection, accommodate pedestrian and bicycle traffic at the intersection, address accessibility deficiencies at the intersection, and construct improvements generally within the existing right-of-way footprint. Brian assumed the role of Project Manager at Kittelson, leading the project alongside their subconsultant team. His responsibilities encompassed overseeing various aspects, including roadway plans, traffic and lighting plans, as well as traffic control plans. US 20/26 Roadway Design Improvements; ADA & Canyon County, ID. The Idaho Department of Transportation has implemented several projects for the US 20/26 Corridor in both ADA and Canyon Counties tasked with widening and related improvements to the high-speed corridor. This project involved the widening of six miles of US 20/26 from two lanes to five lanes within the ultimate 7-lane planning section. The project also included five signalized intersections, a potential CFI, and two-10-foot multi-use pathways. Kittelson served as a sub-consultant for the project. Brian took on a lead role as designer and modeler for the seven side-street approaches to the US 20/26 mainline in the project. With ITD transitioning to OpenRoads Designer, Brian leveraged his expertise in the software to contribute significantly to the project's development. Third Street Multimodal Project; Harrisburg, PA. Brian was the lead design engineer for this project, responsible for the design of the multimodal improvements for Third Street in the City of Harrisburg. The project was funded through a State Multimodal Transportation fund. The goals for the project are to improve safety and mobility for all users through the various improvements throughout the 1.7-mile corridor. The project included the following improvements: Milling, resurfacing and pavement patching, contra-flow and traditional bicycle lanes, bus stop relocations, 157 pedestrian ramps, curb extensions, median islands, and raised crosswalks, 36 green stormwater infrastructure assets and streetscape enhancements, traffic signal modification, roadway lighting, drainage improvements, and utility adjustments. Kittelson is performing a tiered analysis for intersection improvements at Exposition Drive and 1st Avenue North in Billings, MT. This complex, urban project includes a thorough traffic analysis, pedestrian and bicycle analysis and design, robust public and stakeholder input, environmental elements, hydraulics analysis, and final design. Mullan BUILD; Missoula, MT. The Mullan BUILD project planned, evaluated and designed more than three miles of new roads, nearly four miles of new trails, and stream restoration on the western edge of Missoula. As a subconsultant, Andy managed the Kittelson team to develop year 2050 traffic forecasts and perform a detailed intersection control evaluation of stop- control, all-way stop-control, roundabouts and signals; and evaluation of multimodal facilities. Billings SS4A Grant Application; Billings, MT. Kittelson led the development of the 2023 update to the Billings Urban Area Long Range Transportation Plan (LRTP), including safety analysis and SS4A implementation grant support, for the Billings/Yellowstone MPO. Leveraging the adopted LRTP, Kittelson, in partnership with the City of Billings led the City of Billings’ SS4A Implementation Grant Application, which included 20 projects to address Safe Routes to Schools, walkability, bikeability, and equity. USDOT awarded the City with a $3.5 million grant in 2023. Andy oversaw this effort as the project principal. MDT Traffic Signal Timing and ITS; Billings, Kalispell, Bozeman, Lookout Pass, MT. Kittelson has completed term assignments that involved retiming over 70 signals (Siemens M50 and M60, Naztec controllers) on five high-volume corridors in Montana. These signal retiming projects included data collection; development of signal timing parameters and left-turn phasing; development of timing plans for weekday and weekend time periods and events; coding of signal timings; field implementation; before-and-after studies; signal timing brief; final report; and final presentations to the cities. Additionally, Kittelson completed a variable speed limit (VSL) feasibility study for a section of I-90 near Lookout Pass in the Missoula District on a fast-paced schedule. Kittelson developed a concept of operations project to assist MDT with a request for proposal to implement automated traffic signal performance measures (ATSPM). Andy has served as project principal for most of these projects with MDT. Grant Applications/PERs PROJECT EXPERIENCE Mt Hood Meadows Ski Resort Highway 35 Safety Improvements; Hood River, OR. The improvement includes widening the highway to add a new eastbound left-turn lane at the intersection and replacement of two existing 72-inch metal pipe culverts with new 19-foot concrete box culverts at the Meadows Creek crossings of OR35 and of Teacup Lake Road. The project also includes reconstructing the creek channel to improve fish passage and to address highway flooding issues. Throughout the design process, Kittelson coordinated with the numerous agencies (including ODOT, FHWA, US Forest Service, Oregon Department of Fish and Wildlife, and Mt Hood Meadows) to determine the preferred design alternative for the highway and creek while minimizing impacts to sensitive environmental lands. Working together with ODOT’s roadway design staff, Kittelson obtained design exceptions for the left- turn lane taper lengths to avoid impacting to two additional stormwater culverts crossing the highway. Lola Shepard Intersection Improvement; Helena, MT. The proposed capital improvement project on US Highway 12/Highway 287 included improvements along the highway, the frontage roads (North Street/Tricia Street), as well as several intersecting roadways. This project was developed over two phases. The first phase analyzed and evaluated a range of alternatives from operational, safety, and design perspectives. HERMANUS STEYN, PE, PR ENG | Senior Principal Engineer Page 2 The first phase included a heightened public involvement component to solicit input on the acceptability of the preliminary design concept (or alternatives). The Kittelson team conducted and facilitated hands-on work sessions with the public and MDT staff to brainstorm and refine alternatives to a preferred alternative to move into the second phase. The second phase will include detailed design and development of a final PS&E package for the preferred solution. Hermanus served as the Quality Manager and led the team to evaluate the trade-offs by integrating operations, safety, and design in the performance of the various alternatives. City of Lake Oswego 2nd St “Green Street” Improvements; Lake Oswego, OR. Kittelson led efforts to complete PS&E documents for the roadway design of 2nd St. within downtown Lake Oswego. Funded by the Lake Oswego Redevelopment Agency through urban renewal fees, the enhanced the environment of 2nd St. through the provision of ADA accessible design treatments, new street lighting, widened sidewalks, improved curb returns, green stormwater treatment facilities, and several unique hardscape and landscape treatments. The project involved the re-design of several driveways connecting to 2nd St and close coordination with more than 10 property owners, with minimal to no setbacks, directly impacted by the proposed improvements. Hermanus served as the project principal, QC/QC manager, and engineer-of- record for streetscape improvements. This project provided green stormwater treatment facilities that also provided a buffer for a pleasing pedestrian environment. Mohegan Gaming Advisors, LLC I-5/NW La Center Rd; La Center, WA. Kittelson led this interchange planning and design effort being led by Kittelson. The existing interchange was not sufficient to safely and efficiently support the near- and long-term increases in traffic volumes. As such, Kittelson led a multi-disciplinary team to study, plan, and functionally design a new interchange form and modify the nearby local roadway network. Modification of the existing northbound and southbound interchange ramp terminals include multilane roundabouts. The Kittelson team performed the analysis and planning work in an open and collaborative manner. The public engagement process that involves exploring new roadway alignments through private properties without the power of eminent domain requires unique skills and collaboration. Kittelson used several innovative approaches to allow stakeholders to understand the issues and constraints, develop and evaluate feasible alternatives, and support a preferred alternative. Hermanus was the design project manager of the multi-discipline consultant team and led establishing the ultimate footprint of the proposed improvements. City of Portland SW 4th Avenue Improvements from Caruthers to Burnside; Portland OR. SW 4th Avenue through downtown Portland, from Caruthers Street at the south to Burnside at the north will be improved to implement recommendations from the Central City in Motion Bike Plan. Improvements include converting the left lane of the three northbound travel lanes to a parking-protected bicycle lane and associated signal and ADA improvements. The City will also leverage the project with pavement maintenance funds and the roadway will be rehabilitated over the limits. The first phase of the project included a conceptual design task that developed the preferred alternative based on fundamental principles and best practices because some of the design elements do not have design guidance and standards. The project is in the design phases (30% and 60% complete) and scheduled for construction in 2022/23. Hermanus is working closely on this project team managing a fully multi-discipline engineering team. Parker Way was extended 1,200 feet to accommodate existing and future development activities. Cedomir led the stormwater design efforts. Fred led the preliminary and final design for the multi-lane roundabout at OR219/Butteville Road with Oregon ODOT Region 2. This roundabout tied into the realigned Butteville Road as designed by another engineering firm for the adjacent private development. Fred led the team through the multiple ODOT approvals of concept, design, Mobility Advisory Committee, and construction permits. Additionally, Fred supported the project during construction activities and the final permit closeout. City of Lebanon Weldwood Drive/Cascade Drive Roundabout; Lebanon, OR. Fred managed the conceptual design of a roundabout at Weldwood Drive/Cascade Drive to provide improved traffic flow and multimodal movements. City of Hillsboro NE 28th Avenue Complete Street; Hillsboro, OR. The Kittelson team worked to create a safe and efficient multimodal complete street on NE 28th Avenue between Main Street and Cornell Road, providing a continuous pedestrian/bike route; ADA access to communities, businesses and parks; and a full stormwater collection, conveyance, and treatment system. The NE 28th Avenue corridor serves multiple users and links businesses, neighborhoods, and commercial nodes with the Washington County fairgrounds. Fred served as lead engineer to design and construct improvements along NE 28th Avenue, which include safer pedestrian facilities, bike lanes, new lighting and traffic signals, improved horizontal geometry, stormwater system upgrades, water quality treatment for the entire basin, and widening the TriMet light rail crossing to allow for maximum queuing for a future traffic signal at the next intersection. Washington County Walker Road/Murray Boulevard Intersection; Beaverton, OR. Fred led design efforts on this $30 million arterial roadway project, which involved replacing two bridges, two culvert extensions, roadway widening, stormwater facilities, traffic signals, and stream channel enhancements. Prior to the design phase, he analyzed alternatives for horizontal and vertical alignment, bridge reconstruction, and channel enhancement. City of Forest Grove 26th Avenue Improvements; Forest Grove, OR. The City of Forest Grove combined sidewalk and stormwater improvements along 26th Avenue with a pump station removal project. Fred led the design team that prepared PS&E documents for a 2,600-foot segment of 26th Avenue to construct sidewalk infill on both sides of the roadway and a new stormwater conveyance system that connects to the Cedar Street Pump Station Removal project. The overall project includes water quality and quantity improvements for the corridor that meet Clean Water Services hydromodification design standards. Subsequently, he led preparation of PS&E documents to replace two signals; widen the roadway; install stormwater conveyance, water quality treatments, and ADA compliant curb ramps; and upgrade the illumination. Kittelson developed the traffic model in Synchro and VISSIM for converting two one-way streets to two-way streets. Corridor alternatives included the existing network, partial and full conversion with varying changes to parking, bicycle lanes, sidewalks, and streetscape. The study was finalized and final design plans are in progress for the one-way to two-way conversions in downtown Boise. Liz served as one of the lead designers for signal design and signing and striping design. Her understanding of signal design, signing and striping design, and construction needs and constraints, as well as her understanding of agencies’ standards helped to provide quality plans for the client that fit the needs of this project. LIZ KANIECKI | Engineering Associate Page 2 Caldwell Subarea Transportation System Plan, Capital Improvements Plan, and Traffic Impact Fee Program; Caldwell, ID. This project for the City of Caldwell and HD4 included the development of a transportation plan and a Capital Improvement Plan (CIP) and traffic impact fee (TIF) methodology and schedule. The transportation plan involved a review of existing plans and documents for the Caldwell subarea and surrounding areas and a GIS analysis of the existing conditions of the Caldwell area’s transportation system. Liz served as the lead analyst evaluating the current demographics of the area using US Census shapefile data and analyzed the current conditions of bicycle, pedestrian, and transit facilities. She also led the effort to update Caldwell’s existing functional classification map and cross street sections. Development of the TIF methodology and schedule included a peer review of other TIF programs, a review of Idaho Code 67-82, and coordination with COMPASS to develop factors and input values for the TIF calculations. Development of the CIP included a planning-level traffic operations evaluation of study area roadway facilities, an evaluation of future land-use assumptions within the study area, and project cost estimates. The study included coordination with HD4, the City of Caldwell, and overlapping or neighboring agencies affected by the impacts of this TIF program. Kuna Neighborhood Bike and Ped Plan; Kuna, ID. Liz served as the lead analyst for the development of a plan identifying projects to provide citywide connectivity for people bicycling and walking in Kuna. She helped to coordinate with various agencies, create and facilitate online public outreach efforts, and analyze GIS data to identify and prioritize potential projects. 24th Street Signal Retiming. This project updated the signal timings at nine (9) signals along the 24th Street corridor in Billings, MT, which recently had new, updated traffic controllers installed. The main objectives of the project were to improve the progression of vehicle travel along the corridor, reduce signal delays and stoppages, and update the timings to meet current city and national standards. Liz served as the deputy project manager and lead analyst for this project. Considering that this 2-mile corridor is bordered by many commercial and residential land uses, a school, and a church, Liz analyzed existing traffic operations and evaluated left-turn phasing needs, pedestrian clearance intervals, and yellow and all-red time intervals. Using the findings from this analysis, Liz developed a set of four (4) separate timing plans for the peak periods of the weekday and weekend time periods. In the field, she helped to implement and fine-tune the new signal timings into the new Trafficware Advanced Transportation Controllers (ATC). In addition to meeting the objectives of the project, future improvements to the signals and intersections were identified to better improve vehicle operations and safety for both pedestrians and motorists. Kittelson designed the single-lane roundabout at Conrad & 2nd in Kalispell, Montana. The roundabout design had some unique challenges regarding topography for the downhill segment of 2nd Street into the Woodland Park area, and historical rock walls neighboring the roundabout needing to be protected. As part of the design process, Kittelson created a 3D visualization to illustrate solutions for key concerns the community had about the roundabout. Our team illustrated a driver’s view would not be impeded traveling uphill towards the roundabout and a driver could easily see oncoming traffic and pedestrian activity. We addressed another concern by animating a large pickup truck pulling a large trailer and easily navigating the roundabout by utilizing the mountable curb in the center of the roundabout. Lastly, the team illustrated pedestrian activity and the warning signs for drivers to inform of potential pedestrian activity. The video animation was a key part of demonstrating solutions and was delivered to the community through the public involvement web site. Ly supported roundabout design performance checks and served as quality assurance manager for the duration of the project. Lola Shephard Intersection Improvements; Helena, MT. Ly is a designer for the Lola Shephard Intersection Improvements Design. The proposed improvements include lane modifications, new traffic signal installation, median work, realignment of North Street and new roundabout at North Street/Lola Street intersection. Through a 5th Street and 6th Street Two-Way Conversion Feasibility Study done by KAI in 2017, and refined traffic analysis task completed in 2019, the City of Boise has identified 5th Street and 6th Street Two-Way Conversion Project as a high priority project to move into final design and construction. Under this effort, the City and CCDC partnered with ACHD and ITD to achieve the City’s vision for the partial two-way conversion of 5th Street and full two-way conversion of 6th Street. Ly is the lead roadway designer for 5th Street improvements, which included two- and three-dimensional design of pedestrian ramps and roadway surfacing. SH16 & Aerie Way Final Design; Eagle, ID. Ly is the lead designer and deputy project manager for SH16 & Aerie Way Final Design. The proposed improvements are to widen SH16, construction of a new roadway, Aerie Way, and a roundabout in collaboration with Spring Valley residential development. Her responsibilities include two- and three-dimensional design of the roundabout and Aerie Way, deputy project management, coordinating internal deliverables, external communications, and day-to-day work of Kittelson’s team. Elliott Road Improvement Project; Newberg, OR. Ly was involved in the preliminary design phase for Elliott Road and led pedestrian ramp and driveway grading elements of the final design. Elliott Road has long been identified as a high-priority improvement in the Newberg TSP to add sidewalks and bicycle lanes, connecting Newberg High School to OR 99W. The project is anchored on the south end by the Old Mill Market Place and on the north end by Newberg High School. In between are single family homes, four apartment complexes, a church, and several trees valued by the community. In addition to the issues listed above, Elliott Rd. lacked a consistent storm collection and conveyance network. The team designed a new drainage system by connecting to an open channel through the use of existing storm pipes. This minimized construction costs and avoided additional permitting processes. Steese at Chena Hot Springs Roundabout; Fairbanks, AK. Kittelson completed a traffic analysis and preliminary engineering, conducted public involvement, and prepared PS&E documents for two roundabouts to improve safety through speed control and mitigation of sight distance deficiencies. Ly led the roundabout performance checks, signing and pavement markings, and illumination design for the project. Forest Grove Trio 19, 26, Willamina, H/D; Forest Grove, OR. Ly was the Project Analyst for 19th Avenue Extension Design. The proposed improvements include roadway extension of 19th Avenue to the west, drainage mitigations, and lighting improvements to the roadway. The improvements mentioned above alleviated new traffic loads on 19th Avenue generated from the Gales Creek Village housing development. Kittelson carried out an accelerated design process to meet an aggressive schedule by creating high-detail conceptual drawings (60%), advanced (90%), and proceeded to final (100%) PS&E in four months. Kittelson also provided construction administrative services by reviewing submittals, coordinating with the contractor, and inspection. Dimitry created conceptual design alternatives for the intersection of Palm Bay Rd & Babcock St. He created a displaced left turn, partial displaced left turn, and a partial median U-turn conceptual designs that met the speed and truck-turning requirements. Rosemont to Pattulo; Clackamas County, OR. Kittelson is working with Murrary Smith to improve the roadway of Stafford Rd between Pattulo Rd to Rosemont Rd in rural Clackamas County. Dimity conducted a roadway operations analysis to determine which intersection improvements would increase safety and capacity at the intersections of Stafford Rd & Johnson Rd and Stafford Rd and Childs Road. Next Dimitry created concepts for a three-leg roundabout that would be implemented at the intersection of Stafford and Childs. Dimitry has also led the striping and illumination design for the roundabout at Stafford and Childs. Damascus Safety Countermeasures; Damascus, OR. Dimitry was the design lead for updating signing and striping for 13 rural intersections and two corridors. He led the signal design for one of the study intersections. He worked with Clackamas County's transportation team to develop effective improvements to increase the safety of the roadways. Central Eastside Signals; Portland, OR. Dimitry lead the design for signal and ADA sidewalk improvements at the intersections of Salmon St & Grand Ave and Salmon & Martin Luther King Jr. Blvd. This consisted of new signal systems and ADA compliant improvements in a compact urban setting. Region 4 ARTS Project; Bend, OR. Dimitry supported ODOT’s All Roads Transportation Safety program. He provided roadway designs that included striping, lighting, and traffic control. This project includes infrastructure improvements to 19 ODOT intersections across multiple ODOT highways in Region 4. Clackamas County ARTS Countermeasures; Clackamas County, OR. Kittelson is working with Clackamas County to increase the safety of rural roadways with many curves and constraints. Dimitry evaluated existing advanced warning signs in the field along several of Clackamas County’s main rural roadways. After field survey was collected, he designed signage and striping plans to increase drivers’ awareness and safety along steep hills, sharp curves, and intersections with reduced visibility. Kittelson led the traffic analysis and design for the design-build team delivering the Bend North Corridor project. Alicia provided design guidance and drafted construction documents, which included all traffic elements and documenting construction traffic control strategies through transportation management plans. The project includes roundabouts along US 20 for traffic calming and management. Oregon DOT US 20 at Tumalo-Cooley Road Multilane Roundabout; Deschutes County, OR. Traffic conditions along US 20 through Tumalo were unsafe because of high-speeds along the highway and the transition into the Tumalo Community. Kittelson led the analysis and conceptual design to identify a preferred alternative, which is a multilane roundabout. Alicia supported the preliminary design phase by drafting conceptual plans and then worked with the multidisciplinary team to complete the PS&E documents. Oregon DOT US 97: Lower Bridge Way/NW 10th Street. US 97 through Terrebonne experiences congestion and unsafe conditions for all travelers. To address these deficiencies, Kittelson completed the Terrebonne Refinement Plan, which identified solutions to improve conditions at US 97/Lower Bridge Way. Alicia prepared conceptual designs and then supported completion of the final PS&E documents that include a grade separated intersection and new bridge, extensive vertical and minor horizontal realignment of US 97, realignment of existing Deschutes County facilities, and several bicycle and pedestrian improvements. Kittelson re-designed South Ivy Street by widening the roadway, adding bicycle lanes and a sidewalk, an enhanced pedestrian crossing with a rectangular rapid flashing beacon, and a new traffic signal. Alicia drafted conceptual plans and then supported the team during the final design phase by providing design and drafting support for the final PS&E documents. Oregon DOT OR 42: Cedar Point Road-Finley Loop (Coquille); Coquille, OR. Kittelson led a multidisciplinary team through the PS&E design process to rehabilitate OR 42 through Coquille. Alicia provided design support for this project, which included grinding and replacing asphalt, replacing/installing ADA ramps, reconstructing the roadway to improve drainage, leveling pavement, and replacing a culvert. She drafted the horizontal and vertical geometry of the roadway, construction plans, and coordinated across disciplines. City of Newberg Elliott Road Complete Street; Newberg, OR. Alicia assisted in converting Elliott Road into a complete street by providing design and drafting support. A unique design element is a new drainage system that connects to an open channel using an existing storm pipe. Portland Bureau of Transportation Central Eastside Signals; Portland, OR. The Portland Bureau of Transportation wanted to improve freight access and circulation and reduce conflicts in the Central Eastside District of Porland. Alicia assisted with designing and drafting five new traffic signals, intersection lighting, ADA curb ramps, storm drainage improvements, signing & striping, and temporary traffic control. For an intersection that serves as an on-ramp to a freeway, Alicia collaborated with the project manager to facilitate a smooth review process, which was supported by her knowledge of Portland Bureau of Transportation and Oregon DOT expectations. Portland Bureau of Transportation 4th Avenue: Lincoln to Burnside Complete Street; Portland, OR. The Portland Bureau of Transportation is reallocating the roadway cross section along one mile of 4th Avenue through downtown Portland to install a protected left-running bicycle lane, rehabilitate the pavement, reconstruct traffic signals and intersections, and improve illumination. Alicia provided drafting services which involved drafting the intersection geometric design with alignments, profiles, and curb ramps. A unique design element includes an in-street transit stop, a left-running bicycle lane, and business and turn (BAT) lane for transit prioritization. City of Seattle Burke-Gilman Trail Missing Link; Seattle, WA. Kittelson is building upon the work completed during the Burke-Gilman Trail missing link planning and preliminary design phase to complete design documents for the preferred alternative. The project will address safety at certain uncontrolled intersections between US12 and the north/south frontage road. Project elements include a new signalized intersection on US12, closure of several uncontrolled accesses, and construction of a single lane roundabout on the south frontage road. Lauren is working on the signal design and signing and striping elements for the project. City of Billings One-Way Conversion; Billings, MT. Lauren was the signal design lead guiding the City of Billings and Montana Department of Transportation to convert two streets in Downtown Billings from one-way to two-way traffic. Lauren worked with the City and MDT to successfully plan and redesign over 20 signals along the two roadways. Lauren led the team through the many challenges of converting intersections in a historical downtown with old signals. Billings Bypass Final Design; Billings, MT. Lauren was one of the lead analysts for this $100 million project, responsible for analyzing, developing, and summarizing concepts for alternatives for both the Hwy. 312/Hwy. 87/Main St. intersection and the Johnson Ln./I-90 interchange. Lauren helped to develop and implement updated coordinated signal timing plans for 20 signalized intersections located along Main St. and six signalized intersections located on the adjacent roads. A before and after travel time evaluation was completed using floating car travel time runs. Airport Road and Main Street Final Design; Billings, MT. Lauren is the signal design lead for the Airport Road and Main Street Final Design. The proposed improvements include lane modifications, signal upgrades, median work, and minor realignment of routes near the intersection of Airport Road and Main Street in Billings. Her responsibilities include signal design, signal modification and signing and striping. Lauren is coordinating with various team members to implement the recommendations from the concept study and bring the project to the final plan stage. SH 44 Int Glenwood Street & State Street Study; Boise, ID. Lauren worked with a team to study and develop alternatives for one of the Treasure Valley's highest volume intersections. She worked with her team to analyze and narrow down 19 intersection alternatives to three final intersection alternatives that incorporated safety and efficient operations for vehicles, pedestrians, bicycles, and transit, which were developed into 30% concepts and VISSIM models. Lauren prepared four open houses explaining and educating the public and business owners on the alternatives so they could make an educated vote on the preferred alternative. Idaho Transportation Department (ITD) Traffic Impact Study Reviewer; District 3, ID. Lauren was the consultant reviewer for the ITD District 3 (Boise Area). Lauren worked with District 3 staff and reviewed over 50 TISs for the district. She created a process to ensure all TISs were equally evaluated for completeness and correctness according to the District policy. This process was eventually passed on to District staff to use in the years to come. He also supported public and stakeholder engagement activities and considered the input received while developing alternative intersection configurations, concept plans, and planning level-cost estimates. 1st Avenue N/MetraPark Access - Signal Warrant Analysis; Billings, MT. The MetraPark access is on 1st Avenue N. a Montana Department of Transportation facility. Mark managed the signal warrant analysis that included estimating traffic generation from MetraPark events; assessing traffic operations at the 1st Avenue N access under event conditions; and developing a traffic signal concept design. The analysis was submitted to MDT and met the requirements associated with the System Impact Analysis Process. Airport Road and Main Street Concept Study; Billings, MT. Kittelson worked with area stakeholders and the public to develop alternatives for improving operations at Airport Road and Main Street. Mark analyzed existing and future traffic conditions for the proposed intersection configuration and made design recommendations. The team analyzed 13 intersections, which included signal coordination, simulating MARK HEISINGER, PE | Senior Engineer Page 2 convention center event traffic, and analyzing pedestrian and bicycle connectivity. Village Drive Left Turn Signal Analysis; Meridian, ID. Mark evaluated the proposed addition of a traffic signal at Eagle Road/Village Drive, an entrance to a shopping, office, and residential complex in Meridian. The evaluation compared traffic operations at study intersections around the Village at Meridian with and without the signal at Village Drive for existing and build-out conditions. US 2: Washington to Sandpoint Corridor Study. For the Idaho Transportation Department, Kittelson studied how increased traffic from completion of the North South Corridor freeway in Spokane, WA could impact traffic along US 2 from Washington to Sandpoint. Mark analyzed safety characteristics, existing and future traffic conditions, and historical safety data for 28 miles of US 2 and at 10 intersections. Based on the analysis results, he identified mitigation measures for improving roadway operations and safety for bicyclists, pedestrians, and automobiles. Pendleton Interchange Access Management Plans (Exit 207 & Exit 210); Pendleton, OR. Mark led the analyses for two interchange access management plans that will allow for future development and improvements of transportation facilities in the vicinity of the interchanges. He analyzed existing and future traffic operations in the area and participated in online and in- person public involvement events. Ontario Transportation System Plan & East Idaho Avenue Corridor Refinement Plan; Ontario, OR. Mark supported updating the Ontario Transportation System Plan and preparing the East Idaho Avenue Corridor Refinement Plan, which was prepared simultaneously. He analyzed existing conditions of bicycle and pedestrian facilities and identified deficiencies in the system; completed a level of traffic stress analysis; and identified priority projects. For the corridor refinement plan, Mark analyzed the traffic operations and safety conditions along the corridor and developed capacity and streetscape improvement concept designs. Kittelson was a major subconsultant to DOWL, serving the City of Billings on the Billings Two-Way Conversions project which developed plans, specifications, and estimates (PS&E) for the conversion of nine (9) downtown streets from one-way traffic to two-way traffic. Kittleson’s tasks included detailed traffic analysis and forecasting for the downtown transportation network impacted by the conversions, development of alternative cross-sections to implement multimodal transportation improvements, and the development of the traffic signal design PS&E for 20 downtown intersections, including new signal design and existing signal modification design. Becca served as the lead analyst and designer for this project. Becca conducted traffic analysis to forecast traffic volumes to 2045 to analyze a no-build and a build scenario that includes adjustments in one-way to two-way distributions of traffic to reflect the conversion of nine (9) streets downtown. Becca prepared preliminary and final plans for 18 traffic signal modifications, one (1) new traffic signal, and one (1) new RRFB according to City of Billings and Montana Department of Transportation (MDT) standards. Billings Costco Traffic Impact Study; Billings, MT. Becca was the lead analyst for a project that analyzed the impacts and feasibility of relocating an existing Costco location to an alternative site within Billings. The project included an analysis of existing and future traffic operations at 19 study intersections surrounding the new site, a signal warrant analysis for a new signal adjacent to a site access and turn lane warrants. S Montana Avenue Pedestrian Study; Helena, MT. Kittelson was tasked by the Montana Department of Transportation via Kittelson’s MDT Traffic Design Term Contract for a new task order to evaluate pedestrian crossing safety and road diet feasibility on the S Montana Avenue corridor from 11th Street to Broadway Street, adjacent to the Montana State Capitol, in Helena, Montana. The study included detailed data collection efforts over two separate time periods while the Montana Legislature was in session (Spring) and while the Legislature was not in session (Fall), evaluation of pedestrian, bicycle and vehicle traffic along the corridor, a review and analysis of traffic safety data available from report crashes along the corridor, and alternatives development for pedestrian crossing treatments, enhanced bicycle facilities, and corridor-wide safety enhancements. Becca was the lead analyst for the project, working to analyze traffic conditions during both spring and fall time periods and forecast traffic volumes to 2043. Becca developed three corridor cross section concepts and analyzed various scenarios to inform road diet analysis for those corridor concepts aimed to improve pedestrian and bicycle safety. Cole Valley Christian School Traffic Impact Study; Meridian, ID. Becca is the lead analyst for a project that is assessing the traffic impacts of constructing a private K-12 school in Meridian. The project is based on a customized trip generation based on existing zip code data at each of the school’s existing locations and includes an evaluation of existing and future traffic operations at 10 study intersections for four traffic scenarios. The traffic scenarios consider the future planned SH-16 infrastructure improvements and alternative site access designs. 1st Avenue North and MetraPark Access Signal Warrant Analysis; Billings, MT. Becca was the lead analyst for a project that performed a signal warrant analysis for a proposed signalized site access to MetraPark along 1st Avenue North in Billings. The project included thorough traffic analysis which drew traffic volume data and traffic operations results from multiple studies previously performed in the area. The project included analysis of different signal timing and design in Synchro and development of an intersection concept design, paying special consideration to truck and trailer movements. US 20/26 Widening: Middleton Road to Star Road; Nampa, ID. Becca is a lead analyst for an ongoing traffic analysis for an ITD project evaluating and determining roadway and intersection lane configurations required to accommodate future traffic volumes along US Highway 20/26 under two design scenarios. Becca has organized a thorough analysis of existing traffic conditions and conducted future volume forecasting applying NCHRP Report 765 methodologies to develop year 2040 and 2050 traffic volumes for evaluation. As part of the traffic analysis Becca conducted a safety analysis by reviewing historical crash data to identify trends and the development of mitigations to be included in the design to reduce both severity and number of crashes. Based on the operational and queuing results of the traffic analysis Becca helped determine an optimized lane configuration to influence and inform the corridor design. Rachel is serving as deputy project manager, and is coordinating the data analysis, community engagement, and conceptual design for the US 93 corridor through Kalispell. The creation of Kalispell’s High Injury Network will focus on high- crash areas connecting to the Main Street/US 93 corridor, to identify systemic safety improvements to create safe and accessible streets for people of all ages and abilities. The Kalispell Safety Action Plan will be completed in Summer 2024, and the Kittelson team will continue to design concepts for the US 93 corridor. Rachel will lead the development of a competitive application for implementation funding for these concepts in the SS4A FY 2025 cycle. Billings SS4A Grant Application; Billings, MT. Kittelson led the development of the 2023 update to the Billings Urban Area Long Range Transportation Plan (LRTP), including safety analysis and SS4A implementation grant support, for the Billings/Yellowstone MPO. The plan update includes vision, goals, objectives, and performance measures around safety, resiliency, mobility, equity and accessibility, and economic vitality. A robust public outreach process with open houses, stakeholder interviews, comment surveys, and workshops with elected officials was used to share and gather feedback on the planning process, goals and objectives, community transportation and safety concerns, and the ultimate project list. The Final LRTP was adopted in July 2023. As part of the FY23 SS4A funding cycle, the City of Billings was awarded $3.5M to implement these projects. Rachel served as the deputy project manager for the LRTP, overseeing all elements of plan development, and served as the project manager for the grant application. Missoula Mullan Area BUILD; Missoula, MT. Kittelson led the multimodal traffic and safety analysis for the 2019 federal BUILD grant for the Mullan Area in Missoula, Montana. This project included the analysis of three new roadways, the four shared-use paths extensions, and multiple new roundabouts as intersection controls in this mixed-use area. In addition to providing recommendations on roadway cross sections, posted speeds, and roundabout design, Kittelson will also assist the City of Missoula in creating robust multimodal performance measures, including bicycle level of traffic stress, vehicle miles traveled reduction, and vehicular congestion reduction. Rachel led all analysis and reporting tasks. Springfield: MassDOT Systemic Safety Partnership & SS4A Grant Application; Springfield, MA. To address high-crash areas, Kittelson helped the City of Springfield develop a Safety Action Plan that qualified the community for Safe Streets and Roads for All (SS4A) Grant Program funding. Using Highway Safety Improvement Program (HSIP) data, raw crash data, and MassDOT roadway risk screening data, Rachel collaborated with multiple agency stakeholders and community groups to identify priority areas through a GIS screening. These priority intersections/corridors were then evaluated to recommend systemic safety improvements, most of which address pedestrian, bicycle, and transit rider safety. Following the completion of the Plan, Rachel helped the City in the development of an Implementation Grant Application for the FY 2022 funding cycle. Springfield was awarded a $15M Safe Streets and Roads for All Implementation Grant from the Federal Highway Administration in February 2023. Brockton: MassDOT Systemic Safety Partnership & SS4A Grant Application; Brockton, MA. Building on Springfield’s success, Kittelson is collaborating with the City of Brockton to develop a Safety Action Plan to qualify for SS4A Grant Program funding. Through a refined GIS screening, and with input from a strong group of stakeholders and agencies, Rachel is working to identify priority intersections and corridors and recommend systemic safety improvements to create streets for people of all ages and abilities. The Brockton Safety Action Plan will be completed in Spring 2024, and Rachel will lead the development of a competitive application for implementation funding in the SS4A FY 2024 cycle. As part of the FY23 cycle, the City of Brockton was awarded $188,480 in SS4A Demonstration funding in October 2023. Rachel assisted with the development of the grant application. City of Billings Downtown Traffic Flow Study; Billings, MT. Kittelson conducted a traffic flow study for City of Billings, for which Rachel produced an existing conditions report detailing traffic operations. She also helped create alternative street configurations (for a converted 1- way to 2-way street network) to improve connectivity and comfort for bicyclists and pedestrians. These recommendations are currently under design, with the aim for construction in the coming years. Nick worked with MDT, the City of Kalispell, and Flathead County to identify projects to consolidate the number of crossings, enhance crosswalk visibility, calm traffic, and improve ADA accessibility of pedestrian crossings of US 93 surrounding the Flathead County Courthouse. MDT has begun work to implement many of the study’s recommendations. Higgins Avenue Corridor Plan; Missoula, MT. Nick managed a multi-disciplinary team working for the Missoula Metropolitan Planning Organization (MPO) and the City of Missoula to develop a conceptual corridor plan for Higgins Avenue through Downtown Missoula and the nearby “Hip Strip.” The goal of the project was to create a multimodal street that is an attractive and economically vibrant destination. The team engaged residents and business owners through three rounds of outreach and collaborated with agency staff, including MDT, which owns the road, to develop concepts. The project is on a constrained corridor, including one of three bridges into downtown Missoula. The final concept includes a four-to-three- lane conversion with raised bike lanes. Obtaining support for this concept required clearly communicating project benefits and tradeoffs; three rounds of public engagement featuring NICK FOSTER, AICP, RSP1 | Associate Planner Page 2 online outreach; in-person engagement through small group meetings, tabling at events, drop- in open houses, and door-to-door canvassing of businesses; and extensive coordination on design details and impacts with MDT. Main Street Safety Action Plan; Kalispell, MT. Kittelson is leading the City of Kalispell’s Main Street Safety Action Plan. The plan is funded by a Safe Streets and Roads for All grant. Nick is serving as the project team’s safety analysis advisor. In this role, he has worked with team members to develop the approach to the analysis and review and interpret results. He is currently working with the team to analyze the potential benefits of proposed treatments. Downtown Safety and Mobility RAISE Grant Support; Missoula, MT. Nick led the benefit-cost analysis of the City of Missoula’s recent RAISE grant submittal. The submittal combined multiple projects, including a roadway reconfiguration, one-way to two-way conversions, trail access improvements, and trail widening. These projects have a range of benefit considerations and Nick and his team worked with the City to develop a comprehensive benefit-cost analysis of them. The City was awarded a RAISE grant for the full amount requested (about $24.5 million). Confederated Salish and Kootenai Tribes Safe Streets and Roads for All Action Plan Grant; Flathead Reservation, MT. Nick assisted the Confederated Salish and Kootenai Tribes (CSKT) in applying for a SS4A Action Plan grant. This work included developing a scope of work and cost estimate for the action plan. To create these items, Nick worked with CSKT and their on-call engineer, DJ&A, to understand the vision for the plan and the agencies that would need to be engaged in developing the plan. The resulting scope of work includes extensive outreach to agencies responsible for the roads in the Flathead Reservation, as well as engagement with the local community. CSKT was awarded the SS4A Action Plan grant they applied for. MDT Safety Engineering Manual; Statewide MT. Nick led the effort to develop a Safety Engineering Manual for the Montana Department of Transportation (MDT). The manual documents existing MDT practices, describes national best practices, and covers a range of topics, including the roadway safety management process, applying safety performance functions and crash modification factors, road safety audits, and pedestrian and bicycle safety analyses. As a part of this effort, Nick led developing a pedestrian crossing treatment selection memorandum that has been adopted by MDT as a design practice. Montana Intersection Systemic Safety Analysis Study; Statewide, MT. Nick managed a statewide systemic safety analysis for the Montana Department of Transportation (MDT) with the end goal of prioritizing locations for deployment of countermeasures, including FHWA’s Proven Safety Countermeasures. The analysis focused on the over 8,500 rural unsignalized intersections on MDT’s system. Work included obtaining statewide traffic, intersection, roadway, and crash data and merging them into a single analysis dataset. This dataset was used to analyze overrepresented characteristics at high crash locations to identify factors that can be used to prioritize locations for treatment. The project included evaluating crash patterns and potential treatments to reduce crashes at these intersections and developing safety project templates. East Main Street RAISE Grant, 2023 Application Cycle; Klamath Falls, OR. Katie led the Benefit Cost Analysis (BCA) task for the East Main Street RAISE grant application in the City of Klamath Falls. The BCA included a growth assessment of surrounding land uses, an operational analysis for existing and future traffic scenarios, a crash assessment using the FHWA SPICE tool, and cost estimates of capital/ operations and management for the proposed alignment. Maupin Street Design Standards Plan Update/Donkey Trail Plan; Maupin, OR. Kittelson is currently providing transportation planning and engineering services to the City of Maupin and ODOT to update their Street Design Standards Plan (SDSP) and develop the Donkey Trail Plan (DTP). The project is funded by a grant from the ODOT Transportation and Growth Management (TGM) Program. Katie is leading a range of tasks that support the development of the SDSP and DTP, including GIS analysis and mapping, technical writing, developing cross- section standards, and community engagement. This project is focused on identifying context- specific industry best practices and standards for multimodal facilities that are suitable for Maupin’s unique character. Polk TPO Vision Zero Plan; Polk County, FL. As the project’s lead writer and coordinator, Ian worked closely with the project team to outline, storyboard, and write the plan. Ian wrote the copy for the report, balancing text alongside graphic elements to produce a plan that was efficient, detailed, and welcoming to policymakers and public alike. Ian represented this report in meetings with the client; he also coordinated social media outreach campaigns necessary for the report. As the project’s lead writer and coordinator, Ian guided this guidebook on the community benefits of traffic gardens from draft to final publication. Ian collaborated closely with the content expert to organize, clarify, and structure a guide that made the principles of traffic garden design, installation, and community integration readily accessible for all audiences. With the development edit completed, Ian owned all aspects of the copywriting process, reworking the body prose of a 150-page document in seven business days. Ian also represented the document in client meetings and coordinated with the project’s graphic designer. FDOT D1 Quarterly Meeting Memorial Cards, Bartow, FL: Ian developed and wrote three memorial cards for use in a mission-focused exercise in FDOT’s District 1 Quarterly Meeting. These memorial cards honored individuals who had lost their lives in vehicle crashes in the District; writing the cards involved close and sensitive communication with coworkers who knew the deceased. In addition to researching these individuals, Ian laid out the content into print-ready cards in InDesign. Key Corridors Summary Report; Yavapai County, AZ. Ian formatted and wrote two reports that summarized data findings for regionally significant corridors in Yavapai County. In addition to writing the content and formatting the reports to cohere with County branding guidelines, Ian extracted the conclusions powering the report from over 150 pages of community feedback data.
