IMEG is pleased to submit our response to the Request for Qualifications for Professional Engineering and Surveying Services for the City of Kalispell Public Works Department. We have assembled a dedicated, multi-discipline project team that we believe will excel at meeting the City’s needs. Our team will provide the design and construction management of public works projects related to various water, wastewater, storm water, and transportation improvements by leveraging our knowledge and expertise to streamline the processes required while fostering a team environment. I will serve as the Project Manager and will be the primary contact for your staff, and our team. I will coordinate with our team to provide the engineering and surveying services needed by the City for each awarded project. Our team includes local Montana personnel experienced in regulation and project work required, along with specialized experts from our greater IMEG team who are market leaders in the country, bringing their vast experience where needed for the benefit of the City.

PRIMARY SERVICE LOCATION
IMEG brings a full-service team to serve the City to complete professional engineering and surveying projects successfully. We will provide resources primarily out of our Kalispell and Missoula offices and will leverage additional team members where expertise is needed from our other office locations. Our team is available and will be responsive to meet in person with department personnel as required during each project awarded.
The structure of our project team will allow the City to know who will provide the management, design, and surveying services needed; this, in turn, will allow for a consistent chain of command between the City and the project team, through Mark Bellon, the project manager and primary point of contact.
We will seek to provide engineering and surveying services that are innovative and forward-thinking, adding innovation where it adds value and doesn’t create maintenance issues for City crews. The project team identified each has a unique set of skills and technical competencies that combine to make a synergistic project team, tailored to the City’s needs.
As illustrated in the areas of expertise sections, our team is well-versed in the RFQ services, and the synergy of the project team will bring a high level of expertise and efficiency that will serve the City well. We can prioritize pressing (or emergency) projects and push aggressive schedules to complete the work needed for our clients.

NORTH RUSSELL STREET SEWER MAIN REPLACEMENT PROJECT
This project involves installing 190-ft of new 8-in PVC sewer main with two manholes and an external drop structure. IMEG designed the project to accommodate potential future development and eliminate a sewer main currently situated in a parking lot. After discussions with City officials, IMEG identified the optimal re-connection points, leading to the addition of two new manholes and a drop structure.

1A: Previous Performance/Experience
IMEG has vast experience in sanitary sewer improvement projects in multiple communities across Montana. We provide design services for municipalities and private developers on sanitary sewer main extensions, retrofit for sewer main replacements, force main design, lift station design, easement acquisition, MDEQ permitting, contract administration, construction
staking, construction oversight, and as-built certifications. We provide construction administration and construction oversight with best management practices to ensure all construction and as-built requirements are met and documented. This provides the City a guarantee the project was constructed in conformance with approved plans and specifications.
LIFT STATION BYPASS & EQUIPMENT FACILITY
IMEG is currently providing planning, engineering design, preparation of construction drawings and specifications, bidding assistance, and construction administration for the development of bypass pumping facilities at three of the District’s primary lift stations, including the main lift station, which pumps all the District’s wastewater to the City of Kalispell’s wastewater treatment plant (approximately 5 miles).

The improvements for Lift Station (LS) #19 include the construction of a wet well and pumping facility to replace the existing lift station and wet well, which will be converted over to the bypass facility. The project includes a new diversion structure, wet well with storage, lift station building with pumping equipment and controls, generator, associated yard piping, site work and grading, and electrical improvements. Once the new wet well and lift station is complete, the existing lift station will be completely renovated and repaired with new equipment and controls.
The project also includes the development of new emergency bypass pump stations for LS#2 and LS#15, including bypass piping and fittings, a portable bypass pump that could be deployed at either station, controls, electrical modifications, generator, and minor site repairs.
WATER & WASTEWATER CONNECTION PROJECT
Linda Vista Supplement is a multi-phase development. IMEG recently took over as the Engineer of Record for this development and has completed designs, DEQ and City approvals, construction oversight, and certifications for Phase 25 which included 2,300-ft of storm pipe, 1,800–ft of gravity sewer main, 2,700–ft of water main, and an accompanying roadway network of curb and sidewalk. Phase 25 consisted of 38 lots in total. IMEG has started work on future phases for the developer, with more phases slated to go into construction in 2024.

2A: Previous Performance/Experience
IMEG has full-service in-house municipal wastewater treatment plant and facility design capabilities. Treatment plant infrastructure is increasingly complex and requires deep insight and careful planning at each step of the design process. Our team brings a solid understanding of the regulatory process and current
industry standards with the skills necessary to complete any treatment-focused project. We work closely with our clients to investigate various treatment methods to determine what best fits the planning and operational needs and can identify funding mechanisms to help reduce the financial burden for municipalities.
SEQUENCING BATCH REACTOR SYSTEM
The aquifer under the Peak Health & Wellness facility has historically high nitrate levels and therefore, the Health Department had placed severe restrictions on additional drainfield development in the area. High nitrate levels in the aquifer required the wastewater treatment system used for this additional development provide superior treatment than a conventional system. After reviewing several options & consulting with the clients, MDEQ,

and Missoula City/County Health Dept., a Sequencing Batch Reactor (SBR) system was designed and permitted to treat wastewater from the new proposed facilities. Even with almost double the original flow, the SBR is providing a reduction of phosphorus and nitrate discharge into the aquifer to levels up to 62% less for nitrates & 25% less for phosphorus than was previously discharged into the aquifer. Due to cost and space restrictions, the existing drainfield was analyzed and rehabilitated to dispose of the treated effluent from the SBR, saving cost and land consumption.
Our team provides certified Operation of the Public Sewer and Water systems including annual drainfield evaluation and maintenance. The system currently serves the Peak facility and adjacent subdivisions.
WASTEWATER TREATMENT PLANT RESTORATION
The Village of Bureau Junction wastewater treatment plant is an aerated lagoon with tertiary sand filters and a chlorine contact tank. The facility is over 40-years old and was severely deteriorated with no upgrades since the original construction. IMEG assisted the Village in obtaining grant and loan funding from USDA-RD and prepared plans to renovate the treatment plant and influent lift station, which also included dredging of the lagoon

WASTEWATER COLLECTION & TREATMENT PLANT
The Village of New Windsor was previously an unsewered community with poor soil conditions and failing or illegal individual private septic systems. IMEG assisted the Village in obtaining grant and loan funding from USDA-RD to construct a new sanitary sewer collection system, including four lift stations, each with standby power, and to construct a new wastewater treatment facility consisting of an automatic screened headworks, flow

The Whitefish Depot Park is an affordable townhome complex in downtown Whitefish. The project comprised interior civil site improvements, right-of-way frontage improvements, and utility extension improvements. Frontage surface improvements included re-designing and upgrading the curb and sidewalk to accommodate the new development and off-street parking.

IMEG provides stormwater event analysis and design computations and helps permit stormwater discharges associated with municipal separate storm sewer systems (MS4s). We hydraulically model and design collection networks comprised of catch basins, piping, ditches and conveyance structures, infiltration galleries, bioretention swales, and mechanical treatment systems. We model and design retention ponds and infrastructure required to convey, retain, and treat
municipal stormwater in compliance with state and local stormwater management program requirements. We work with municipalities to survey stormwater corridors and partner with our clients to procure easements where necessary.
Our team has the resources and expertise to provide design, modeling, and assessment for new and existing municipal stormwater facilities in conformance with MS4 standards.
SUBDIVISION WITH STORMWATER COLLECTION & DETENTION
IMEG has provided and will continue to provide surveying services, planning, and engineering designs, permitting, bidding assistance, construction administration, and construction oversight for the infrastructure at the Ponderosa Heights subdivision. STORMWATER MANAGEMENT FOR MASTER PLAN
IMEG developed conceptual stormwater management solutions utilizing green infrastructure in coordination with the development of the Conceptual Illustrative Master Plan for the Sxwtpqyen area. This plan included the restoration of Grant Creek, the stormwater base map for the study area including drainage basins, site condition research for soils and groundwater, preliminary routing analysis to identify natural drainage

During virtual public charrettes, IMEG developed the Stormwater Management Strategy and presented findings to the group, overcoming the area’s stormwater integration challenges. The IMEG team provided local support for additional meetings that arose during the course of the project.
COMMUNITY BASED OUTREACH CLINIC SITE PLAN PROJECT
IMEG worked with Leo A Daly and PMRG on the full civil site and utility designs, which included preparing meeting specifications & standards for layout to address VA facility needs for parking, ADA accessibility, pedestrian circulation requirements, access to site amenities, and on-site stormwater facilities. The new 56,700-sf facility is nearly 300% larger than the old facility in Missoula, and is more accessible due to the location near multiple highways.

With over 30 years of experience in construction material testing, special inspections, and geotechnical engineering, IMEG has the expertise to deliver quality services on a timely basis for public and private clients. Our geotechnical engineers study the behavior of soils under the influence of loading forces and soil-water interactions, applying this knowledge to the design of foundations, roadways, retaining walls, earth dams, clay liners, and geosynthetics for waste containment.
IMEG geotechnical engineers collaborate to provide an array of services, including testing soils, materials, concrete, compaction, and subgrade inspection. We are proficient in field inspection and certification, construction management, proctors and as-builts, and geotechnical reporting.
RESIDENTIAL SUBDIVISION
IMEG provided civil engineering design services for phase 5A of the new 43-lot subdivision. Our firm has vast experience and expertise in designing and managing municipal surface transportation systems, including street design and street rehabilitation projects, along with non-motorized trails and traffic studies. We specialize in providing value engineering solutions for clients and have a track record of over 20 consecutive municipal street rehabilitation projects completed on schedule,
within the consulting budget, and within the construction budget. These projects included right-of-way retracement, topography survey (mapping), street geometrics, curb and sidewalk grading design, preparation of contract documents and project manuals, bidding assistance, contract administration, construction staking, project as-built certification, and project closeout.

IMEG has a strong background in establishing high-quality geodetic control networks and accurate measurements of PLSS corners; these databases are maintained using AutoCAD and ESRI GIS software as a simple way to perpetuate coordinates and other
important monument details. This information can readily be displayed spatially on maps or provided to governing agencies or other third-party partners for contract purposes.
IMEG surveyors have provided topographic and design mapping, right-of-way, utility surveying, and construction staking projects for multiple communities for various water, wastewater, and transportation infrastructure improvement projects in Montana. Mapping has included right-of-way delineation, intersecting streets, and all improvements within the right-of-way. IMEG establishes survey controls at locations that are permanent and recoverable for future use and construction staking efficiency and is responsible for all construction staking for projects.
GRAND AVENUE WATER & SEWER EXTENSIONS
IMEG provided right-of-way survey, mapping, geotechnical investigation, engineering design, permitting, contract administration and construction oversight for the Grand Avenue Water and Sewer Extension project. These extensions included 850-lf of water main, 890-lf of sewer main, ground water monitoring and roadway section designs due to the anticipated high groundwater (ensuring the design was acceptable and impacts could be

providing oxidation ditches.
• City of East Moline, IL WWTP to renovate a 14.0 MGD Wastewater Treatment
Plant in the City of East Moline. This multi-phase project included clarifier
improvements, sludge filtration, standby power improvements, motor control/
electrical distribution improvements, replacing pumps, controls, and tanks, and
construction administration
• Village of Buda, IL, Buda was cited by the IEPA for wildcat sewers and illegal
discharges which violated the Clean Water Act. The Village engaged IMEG
to manage funding through the EPA SRF and the USDA-RD programs. IMEG
prepared the necessary applications, prepared a preliminary engineering report
and detailed plans and specifications for a community sanitary collection system
for the previously unsewered community and designed a duplex lift station and a

and is an accomplished Land Use Planner committed to excellence, managing a

As a Project Manager, Paul has managed numerous successful projects in his career,
