A RESOLUTION SETTING A DATE FOR PUBLIC HEARING ON A PROPOSAL TO
ADOPT A SOLID WASTE MASTER PLAN, MAKE CERTAIN AMENDMENTS TO
THE REGULATIONS OF THE CITY SOLID WASTE UTILITY, AND TO INCREASE
THE FEES, SCHEDULES, RATES, AND CHARGES IMPOSED ON THE
CUSTOMERS OF THE CITY OF KALISPELL SOLID WASTE UTILITY.
WHEREAS, a City of Kalispell Solid Waste Master Plan, as shown on the attached Exhibit
1, has been developed in consultation with a consultant which evaluated the
current system and programs, identified key near and long-terin trends, and
provided a framework to guide the city's solid waste collection program through
financial and operational policies necessary to ensure sustainable service at
established levels; and
WHEREAS, the Master Plan also would incorporate recommendations identified by the
consultant to update antiquated sections of the Kalispell City Code, as shown on
the attached Exhibit 2, some of which were adopted before 1940, to reflect
current practices and safety standards; and
WHEREAS, in addition to the cost of service and revenue requirement analysis to support
current levels of residential and commercial services for the near term and long
term, a series of business alternatives and strategies were reviewed and
recommended for implementation, including increasing assessments; and
WHEREAS, two (2) assessment options have been proposed that would each ineet the needs
of the city and its utility customers; and
WHEREAS, the City Council, in order to adequately fund the city's solid waste operations,
will evaluate the present and proposed new rate schedules, as shown on the
attached Exhibit 3; and
WHEREAS, prior to initiating any increase in the fees, schedules, rates, charges, and
classifications, and prior to any changes in solid waste regulations, the city shall,
as required pursuant to Section 69-7-111, Montana Code Annotated, hold a
public hearing on the matter after giving due and proper notice of said hearing.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION 1. The City Council of the City of Kalispell shall hold a public hearing on the
proposed Master Plan, the proposed changes to the solid waste regulations,
and the proposed solid waste utility increases on the 17th day of June, 2024,
at 7:00 p.m., in the Council Chambers, 201 First Avenue East, Kalispell,
Montana.
SECTION 2. The City Clerk and City Attorney are hereby authorized and directed to
make, publish, and distribute notices of said Public Hearing in conformity
with Section 69-7-111, MCA.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF
THE CITY OF KALISPELL, ON THE 20TH DAY OF MAY, 2024.

NOTICE OF PUBLIC HEARING
Solid Waste Fees, Schedules, Rates, Charges, Master Plan, and Regulations
NOTICE IS HEREBY GIVEN, that on the 17th day of June, 2024, at 7:00 o'clock p.m.,
in the Council Chambers, Kalispell City Hall, 201 First Avenue East, Kalispell, Montana, the
City Council of the City of Kalispell shall hold a Public Hearing to adopt a Solid Waste Master
Plan, make certain amendments to the Regulations of the city Solid Waste Utility, and to
increase the fees, schedules, rates, and charges imposed on the customers of the city Solid Waste
Utility. Any person wishing to address these proposals may appear at this hearing and make oral
statements or present the same in writing.
A copy of the proposed amendments can be viewed at the Public Works Office or the
City Clerk's office in City Hall at 201 First Avenue East, or on the city's website at
www.kalispell.com 679 Council -Public -Hearings.
Written comments may be submitted to the City Clerk at the above noticed meeting, or
prior to the meeting either by mail at P.O. Box 1997, Kalispell, MT 59903, by email to
publiccomment&a. kalispell.com or in person at City Hall, 201 First Avenue East.
