PUBLIC COMMENT
Jaden Wopple made two comments: generally, in support of the Charles Hotel project and recognizes
significant community benefit it will bring to Kalispell; second, LogJam Presents is looking for venue space in
Kalispell and could be a TIF project.

TIF & TEDD
At its April 15, 2024, meeting, City Council voted to extend the city's agreement for the development of the
Charles Hotel and parking garage with housing project for five years. In exchange the Kalispell Urban Resort
Partners agrees to make quarterly payments of $13,500 against the 2020 appraised value of the 3rd & Main lot
($270,000) until the project commences or the extension expires, March 30, 2029. The payments will be
credited to the City's general fund.
City Council approved the URA's recommendation for funding $135,000 to Flathead County Economic
Development Authority (FCEDA) from the Rail Park TEDD. The project will bring Rail Park Drive up to city
standards so the street could be accepted by the city. The roadbed was built to city standards at the time the
Rail Park was constructed, but due to costs and a vision of this as a private, gated road, other city required
features were not built. Those features include sidewalks and boulevard landscaping.
Safe Streets and Roads For All Safety Action Plan is moving forward. The second community open house event
will be May 15, 2024, from 5 to 7 pm at Kalispell City Hall, Council Chambers. Information and feedback

City Council voted 4-4 at the April 15, 2024, Council meeting on the "Welcome to Kalispell" gateway sign
proposal, effectively ending the project.
The Davison gym project has not moved forward since the last URA meeting, though is still expected to come
before the URA.
The city anticipates public infrastructure projects, primarily road construction projects, will be brought before
the URA in the coming month. Funding for these projects is of very short supply in relation to the typically
high project costs and road projects are outlined in both urban renewal plans. Such projects would be
proposed for the Westside/Core Area TIF.
