SUBJECT: Appointment to the Downtown Business Improvement District Board
MEETING DATE: May 6, 2024
BACKGROUND: The Kalispell Downtown Business Improvement District (BID) was created in
2003 and then extended in 2017. Per Montana Code Annotated 7-12-1121, a seven -member
Board of Trustees made up of property owners within the district or their assignees was appointed
with approval of the governing body with four-year staggered terms.
The purpose of the BID is to accomplish its vision of creating a vibrant and dynamic business
improvement district by:
• Building effective partnerships with businesses, institutions, property owners and city
government to maintain a clean and safe community.
• Attracting, retaining and promoting quality businesses and retail segments to support our
local economy.
• Promoting Kalispell as a renowned destination point with a business, retail, entertainment,
and institutional mix offering unique products, services, and events.
• Promoting Kalispell as the preferred place to shop, work, learn and live.
The BID currently has one vacancy and one applicant.
RECOMMENDATION: Mayor Johnson offer a recommendation to appoint Nihcole
Petersen to the Downtown Business Improvement District with a term expiring April 30, 2028.
Council can then follow with a motion to accept the recommendation and confirm the
appointment or offer an alternative.

My husband and I own businesses and buildings in downtown Kalispell and I find it
important to stay involved with our community and the growth and development the
community. I care about the prosperity of our downtown and our community. Serving on
a board I feel offers a direct way to give back to the greater good of our community.
Detail any education, knowledge, or experience you have which would be beneficial to this board, committee
or commission:
I've spent the majority of my career in the interior design industry, construction industry
and as an entrepreneur. I feel the experiece I've gained would be beneficial to other
building owners in the downtown district.
