Parking Advisory Board
November 11, 1989 4b0 PM Conference Room
Attending: Gordon Pirrie, Gary McCarthy, Rick Warneke, Steve Cooney, Todd Samson
of PWD, Mike Baker, Parks Dept., Ken Hammer PWD, and Don Hossack, Assistant
Police Chief.
O'Neil Parking Lot
In answer to questions of when the lot is to be paved and lights installed, etc, Ken
Hammer stated the lot will not be paved until next spring, April or May, depending on
the weather. Gordon asked about the street lights sent to the city at a wrong size some
time ago. The Parking Commission had been discussing with Mayor Kennedy the
possibility of purchasing them at a reasonable cost to put in outlaying parking lots.
Ken Hammer said that someone (possibly an electrical firm) had purchased them.
When asked who authorized the sale, etc; Ken said he didn't know but would find out if
he could.
• Those present discussed the number of spaces in the O'Neil lot, whether or not they
should be permit or metered, the need for 2 - 4 handicapped spaces, and the need to post
the lot as permit only or what before selling permits. Mike Baker will landscape the lot
next year.
The committee discussed the possibility of selling parking permits to some city lots in 3
to 6 month permits, especially those that are not high use lots.
Don Hossack discussed with the committee the Norwest Bank lot. He said the meters in
the lot are not cost effective and suggested taking the meters out and going permit only.
He will look at the current lease.
There was also discussion of the KM parking lot. Ken Hammer stated that it should be
reconstructed, and tanks removed from under, etc. He suggested it could be done when
Third Street E. is reconstructed. The KM lot is privately owned and the last lease with
the city expired in Dec of 1986.
There being no further business, meeting adjourned at 4:40 PM. Next meeting will be in
January 1990.
