Dear Kalispell City Council Members,
My name is Seth Knox and I live at Kalispell, MT. As a resident of
Kalispell and a teacher in the Columbia Falls School District, I am concerned with the safety
and health management of the upcoming fair. With the end date of the fair a few days before
school starts, this jeopardizes the possibility of in -person instruction and a safe start to the
school year for students, families, and school staff — some of whom are family members and
close professional colleagues. I support the educational component of the fair for 4-H students
and believe it can continue safely, but additional activities like the carnival, rodeo, demo
derby, and relays cannot be managed safely. Who would be liable if there are sicknesses or
deaths from COVID-19 that are traced to the Fair? How do you plan to enforce the rules set
forth by state and local health guidelines at the fair? Thank you for your time and
consideration. Your thoughtful leadership on these matters and more are greatly appreciated.
