G. PUBLIC HEARING — State-Local Infrastructure Partnership Act of 2023 0!a
Council will consider comments regarding eligible projects using funds from this Act,
which is also referred to as SLIPA, and originates from Montana House Bill 355. The
public hearing will then be continued to February 20, 2024.
Mayor Johnson opened the public hearing and called for public comment. Seeing none, he closed
public comment, and continued the hearing to February 20, 2024.

This resolution calls for the question of a local government review to be placed on
the June 4, 2024,primary election ballot pursuant to State Law.

Local Government Study Commission to review the form of the City Government of
Kalispell to the Electors of the City of Kalispell on the June 4, 2024, primary election ballot
pursuant to the requirements of Title 7, Chapter 3, Part 1, M.C.A., and to direct proper
notice of said election to be made.

Consolidation Act Extendable Bond (Intercap Loan Program), approving the form and
terms of the loan agreement and authorizing the execution and delivery of documents related
thereto.

3. Resolution 6183 — Support for Depot Park Building Historic Preservation Grant

This resolution approves and supports an application by the City for a Montana
Historic Preservation Grant to fund improvements to the Depot Park Building.
City Manager Doug Russell provided the staff report.

retrofit of the Depot Park Building prior to occupation by the Parks and Recreation Department.

for a historic preservation grant from a member of the public at a previous meeting.

Relending Program funds to Montana West Economic Development.

Development Services Director Jarod Nygren continued the presentation.

J. CITY MANAGER, COUNCIL,AND MAYOR REPORTS (No Action)
City Manager Doug Russell provided the following report:
• Special Streets District will be discussed at the next work session.
• The next regular meeting will follow up with a second public hearing on the State-Local
Infrastructure Partnership Act of 2023 and move on to the action for that item the same
night.
• Save the date for budget work sessions on May 7 and 8.
00:22:19 Councilor Nunnally congratulated the robotics scout team out of Kalispell,the
RoboScout Squad, who won the Montana FTC Inspire Award at the state competition and will
go on to compete in the World Robotics Championship Robotics competition in Houston, Texas,
April 16-20.

00:23:12 Councilor Carlson spoke in appreciation to the videos created for the emergency
responder levy education campaign.
00:23:30 Councilor Graham spoke regarding low attendance at some of the football games and
would encourage the community to attend youth sports competitions and support the athletes in
the community.
00:25:13 Mayor Johnson spoke regarding a Daily Inter Lake letter to the editor that spoke to the
education provided on the emergency responder levy.
Mayor Johnson asked questions about the three million dollars from a grant that was passed
through to several mobile home parks for infrastructure reconstruction. He provided discussion
regarding how those types of items are within the city budget but do not get passed on to the tax
payers.
