MINUTES OF REGULAR MEETING
January 9, 2024
CALL TO ORDER AND ROLL
The regular meeting of the Kalispell City Planning Board and Zoning Commission
CALL
was called to order at 6:00 p.m. Board members present were Chad Graham, Pip
Burke, Rory Young, and Tim Stocklin. Doug Kauffman, Joshua Borgardt, and Kevin
Aurich were absent. Jarod Nygren, PJ Sorensen, Kari Barnhart, and Kirstin Robinson
represented the Kalispell Planning Department.
APPROVAL OF MINUTES
Young moved and Burke seconded a motion to approve the minutes of the December
12, 2023, meeting of the Kalispell City Planning Board and Zoning Commission.
VOTE BY ACCLAMATION
The motion passed unanimously on a vote of acclamation.
HEAR THE PUBLIC
None.
ADOPT UPDATED BYLAWS
Proposed action to update existing Planning Board Bylaws to Planning Commission
Bylaws and general amendments.
STAFF REPORT
PJ Sorensen representing the Kalispell Planning Department reviewed the proposed
Updated Planning Commission Bylaws.
Staff recommends that the Kalispell City Planning Commission amend the City of
Kalispell Planning Commission Bylaws as presented.
BOARD DISCUSSION
The commission and staff discussed Robert's Rule of Order Modern Edition and the
order of public comments.
MOTION — ADOPT UPDATED
Young moved and Stocklin seconded a motion that the Kalispell City Planning
BYLAWS
Commission adopt the Kalispell Planning Commission Bylaws as presented.
BOARD DISCUSSION
None.
OLD BUSINESS
Sorensen updated the board on the December 12, 2023 agenda items.
NEW BUSINESS
Sorensen updated the board on the upcoming February 13, 2024 Planning
Commission Meeting and joint training session from Department of Commerce.
ADJOURNMENT
The meeting adjourned at approximately 6: l4 PM.
WORK SESSION
Transitioned into work session on the Public Participation Plan.
