09-23 BID Update from Community Development77 - Qw- "44% 1VqFPq1Qb6 CITY OF KA sPE"LIL 4"N September 29, 2023 Dear Kalispell BID Board, Development Services 201 Is'Avenue East Kalispell, MT 59901 Phone: (406) 758-7940 Fax: (406) 758-7739 www.kalispell.com Please accept this brief update from the City of Kalispell's Community Development Department for the KBID's October 3, 2023, meeting: • The Urban Renewal Agency made recommendations for three of four public facility projects for TIF funding at their September 20, 2023, meeting. The four items will go to Council for consideration at the October 16, 2023, Council meeting: o Westside/Core Area TIF: ■ Fabrication and installation of "Welcome to Kalispell" sign at the east entrance to the city along Highway 2; ■ Acquisition of BNSF Wye Track property for creation of a westside park; ■ Remediation/rehabilitation/remodeling of the historic Depot Building at Depot Park for the purpose of relocating Kalispell City Parks and Recreation Department to that site. o Downtown TIF: ■ Rehabilitation/remodeling of current Parks and Recreation Department building for Kalispell Police Department evidence storage use. • The City received two proposals for the Safe Streets and Roads for All Safety Action Plan grant project. City Council is expected to select a firm at its October 16 meeting. • Development Services is working on a grant application to US HUD for a PRO Housing grant due October 30th. The draft application will be available for a 15-day public comment period and both Planning Board (Oct 10) and Council (Oct 16) will hold public hearings. • The City will host the annual Community Development Block Grant (CDBG) Public Needs Assessment hearing in mid -November at Council Chambers.
