Please accept this brief update from the City of Kalispell's Community Development Department for the
KBID's November 7, 2023, meeting:
• City Council approved four public facility projects for TIF funding at their October 16, 2023,
meeting as follows:
o Westside/Core Area TIF:
■ Fabrication and installation of "Welcome to Kalispell" sign at the east entrance to
the city along Highway 2;
■ Acquisition of BNSF Wye Track property for creation of a westside park;
■ Remediation/rehabilitation/remodeling of the historic Depot Building at Depot
Park for the purpose of relocating Kalispell City Parks and Recreation
Department to that site.
o Downtown TIF:
■ Rehabilitation/remodeling of current Parks and Recreation Department building
for Kalispell Police Department evidence storage use.
• The City selected consulting firm Kittelson & Associates for the Safe Streets and Roads for All
Safety Action Plan grant project. Staff is working now on contract scope of work and fee
negotiation.
• Development Services submitted a grant application to US HUD for a PRO Housing grant on
November 1st. The grant request is for $1.3M with a 10% City match to implement a housing
study, water and wastewater facility plan updates and growth policy and zoning updates to
generate increased affordable housing development within the city.
• The City is submitting an application to USEPA Brownfields for a $500,000 Community -Wide
Assessment grant on Friday, November 10th. A letter of support from the BID would be
appreciated.
• The City will host the annual Community Development Block Grant (CDBG) Public Needs
Assessment hearing November 30' from 2 to 4 pm at Council Chambers.
