REPORTS, RECOMMENDATIONS, AND SUBSEQUENT COUNCIL ACTION 1. Ordinance 1917 — Second Reading — Stillwater Bend Phase 2 Planned Unit Development This item considers approval of a PUD overlay on 30.5 acres located at the western terminus of Rose Crossing to the west of Highway 93 North. Seeing none, he closed public comment. 00:03:45 Motion to approve Ordinance 1917 an ordinance to amend Section 27.02.010 official zoning may, city of Kalispell Zoning Ordinance 1677, by creating a residential planned unit development to be known as Stillwater Bend Phase 2 PUD over certain real Property more particularly described as Parcel B of Certificate of Survey 13982, situated in the southeast quarter of section 24 and the northeast quarter of section 25, Township 29 north, Range 22 west, P.M.M., Flathead County, Montana, and a portion of Tract 3 of Certificate of Survey 12011 and a portion of the north half of the northeast quarter lying northerly and easterly of the Stillwater river of Section 25, Township 29 north, Range 22 west, P.M.M., Flathead County, Montana, and as more particularly described on exhibit "A", in accordance with the Kalispell Growth Policy - Plan It 2035, and to provide an effective date. 00:05:34 Councilor Hunter provided discussion in opposition to the motion referencing comments made regarding the riparian buffer during the first reading of this ordinance on December 4, 2023. 00:05:54 Councilor Dahlman provided discussion in opposition to the motion referencing comments made regarding the Stillwater river during the first reading of this ordinance on December 4, 2023. 00:06:13 Vote on the motion. Resolution 6176 - Grandview Lift Station Bond This resolution considers authorizing the issuance of bonds to finance the acquisition, construction, and equipping of the Grandview Lift Station and Four Mile Drive Force Main Project located within Four Mile Drive and Grandview Drive. City Manager Doug Russell provided an overview of this item. 00:08:03 Mayor Johnson spoke regarding concerns and provided discussion related to comments made by the Governor related to municipal budgets and asked clarifying questions about where items such as this fall within the budget and how they are funded. Seeing none, he closed public comment. 00:11:13 Motion and Vote to approve Resolution 6176, a resolution relating to $1,598,000 Sewerage System Revenue Bonds (DNRC Water Pollution Control State Revolving Loan Program), consisting of $750,000 Subordinate Lien Taxable Series 2024A Bond and $848,000 Tax - Exempt Series 2024B Bond; authorizing the issuance and fixing the terms and conditions thereof. I. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) City Manager Doug Russell reported on the following: • The School District has interest in formalizing their current use of the city parcel they are practicing sports on. Manager Russell confirmed with Council that he can move forward with School District discussions on this matter. • Staff are still working on the transfer of revolving loan funds to administration by Montana West Economic Development as the process with the USDA has changed. • No work session is scheduled for next week. The first work session in January will look at the process and possible projects to utilize funds allocated by Senate Bill 355. Manager Russell will also present a formal presentation related to the emergency responder levy at that work session. He also mentioned that Council members can still participate in creating videos for educational efforts related to the levy. He spoke further about the educational components related to the levy. 00:30:55 Councilor Daoud spoke regarding disappointment related to Federal decisions made this week. 00:32:40 Councilor Hunter thanked Chief Venezio and the Police Department with Code Girls United on a software application, referring to an article in the paper. 00:33:22 Councilor Hunter spoke regarding the process to submit project ideas to the Department of Environmental Quality for Climate Pollution Reduction Grant funding from the Environmental Protection Agency. He also referred to other energy related funding programs. Page 5 of 7 Kalispell City Council Minutes, December 18, 2023 00:35.19 City Manager Russell spoke to Councilor Hunter's comments providing further details and current grant application plans. 00:36:54 Councilor Hunter asked the Mayor for a status on the Homeless Advisory Committee. Mayor Johnson responded to Councilor Hunter's questions. 00:37:30 Councilor Graham spoke with agreement and provided discussion related to statements that came out from the Montana Department of Commerce and Flathead Electric with their opposition to Federal agreements to begin the process of breaching dams on the Snake River. He then wished everyone a Merry Christmas. 00:40:28 Councilor Nunnally wished everyone a Merry Christmas and spoke regarding his honor to serve with his fellow Council members. 00:41:01 Councilor Carlson spoke regarding a blood shortage and encouraged people to give blood at the Red Cross. She then wished everyone a Merry Christmas. 00:41:29 Councilor Gabriel wished Pam Carbonari a happy retirement and spoke regarding Ms. Carbonari's work for the community as a prior Mayor and more recently for the Downtown Association. She then wished everyone a Merry Christmas and Happy Holidays. 00:42.18 Mayor Mark Johnson spoke regarding his frustration with the Governor related to his comments about local government budgets explaining why he feels that way. He spoke in detail about the city budget and how specific budget items are paid for including extensive grants and enterprise funds. He would like to invite the Governor, and other state appointed officials to come to a meeting with the city to help them understand what local governments do and how budgets are created. 00:50:40 Mayor Johnson spoke regarding his enjoyment working with the other Council members and the staff, and his frustration with working with the state. He then wished everyone a Merry Christmas and a Happy New Year. J.
