Change Order for Tank and Wells Project CITY OF )poor KALISPELL MEMORANDUM To: Doug Russell —City Manager CC: Susie Turner, PE—Public Works Director From: Keith Haskins, PE—Deputy Director Public Works Re: Schedule 4—2023 Kalispell Tank and Wells Project Meeting Date: 1/16/2024 BACKGROUND: In April of 2023, Council awarded Schedule 4 of the 2023 Kalispell Tank and Wells Project to S&L Underground for$2,471,184. Schedule 4 is for final development and construction of the well facility located near the entrance to the Buffalo Hill Golf Course. Construction of this schedule started in earnest in September and is currently approaching 50% completion. At the time of bidding of the project, well development of the North Main Well was incomplete. The contractor responsible to drill and develop the well (O'Keefe Drilling), encountered higher than expected concentrations of sand during well development. O'Keefe Drilling completed additional "air-bursting" techniques in an attempt to remove sand and increase yield but were met with limited success. Subsequently, a second contractor(Viking Pumps)was brought in to "block surge" the well for an additional 40 hours. Ultimately, an acceptable well yield was achieved, but sand concentrations are still above optimal. For these reasons, modifications to the specifications for the well pump and a sand separator were designed and added into the project. The well pump specifications were changed to require stainless steel impellers and more robust bearings to extend the life of the pump. A sand separator is necessary to remove sand before it enters into the water storage tanks or distribution systems. Currently, the City has two other sand separators in its water production system. One is installed at the Grandview Wells Facility, and one is installed at Old School Station Facility. The separators use a centrifugal filtration to remove sand and sediment. In order to add the sand separator into the project, design modifications also had to be made to the foundation, above floor facility piping, electrical, and below floor drainage piping. An additional change that was identified after bid award was the absence of a requirement for the contractor to provide and install a transducer for the wells on the project. The transducer provides staff instantaneous water depths inside the well which allows staff to monitor drawdown and recharge of the wells. In order to accomplish this, staff negotiated with the contractor to provide and install the stilling well conduit for the transducer. Because the foundation was being poured during the design of the separator and prior to pricing from the contractor, the contractor was directed to proceed with the modifications to the foundation and those modifications require reimbursement. Ultimately the jib-crane was removed from the project due to the price provided by the contractor. If a jib-crane is required for future maintenance, a design has been completed and the foundation bolts are in place for its installation. City staff will procure and install the jib-crane, if necessary, at that time. The Engineer on the project, Robert Peccia and Associates, has negotiated and recommended a change order to complete or reimburse the contractor for the work described above. The change order detailing the costs is attached. REQUESTED ACTION: Motion to approve Change Order 1 for Schedule 4 of the Kalispell Tank and Wells Project for an increase in the contract price of$95,374.83 for a total contract price of$2,566,558.83 and the addition of 15 calendar days. FISCAL EFFECTS: Contingency funds were budgeted and are adequate to cover this increase in contract price.
