Emails and Responses/Youth Home
From: Myrt Webb Sent: Thursday, May 28, 2009 3:17 PM To: 'Louise Adamson' Cc: 'pam@kowboy.com'; Pam Kennedy (pkennedy@kalispell.com); 'Frank Castles' Subject: Youth Home: Ms. Adamson: I have met with the city's inspectors and visited the site. The following needs to be addressed in regard to the completion of the Youth Home: *the sidewalk needs to meet ADA standards. *the asphalt patch needs to be replaced or improved so water does not penetrate the surface. *the ramp to the front door needs a handrail. It is probably best to meet on site and discuss the above. Let me what would be convenient for you. Myrt W. Webb Interim City Manager Kalispell, MT PH: 406.758.7703 "Service Thru Teamwork" Myrt Webb From: Paul Burnham [pbunnhem@kaispeioonl Sent: Wednesday, May 27.2ODS12:38PK8 To: 'KAvrtVVebt/ Cc: 'Frank Castles'; 'Mark Crowley' Subject: RE: Youth Home Myrt—there are afew issues |emaware of. Necan respond to the letter when it arrives. |omnot sure what other issues they may have. The ones |amaware ofare: ADA accessible ramp in City : it appears that neither Swank nor the owner is willing to construct this ramp. This ieoFederal requirement attached tothe project funding.mo/anonotsunevvhytheresiatance. /tiealso aCity standard that the Swank and the owner were aware of prior to the project breaking ground. ADA standard sidewalk: same note as above, except the walk has been constructed out of compliance with ADA standards. Water service line running under building: this was anissue that was tuhave been resolved between the owner and the adjacent property owner. They could not resolve this, aothe City helped them recognize some options. This was resolved bySwank. Not sure ifSwank still has anissue with this. surface:Asphalt the asphalt patches are sub -standard, and will require additional expenditure of City time and naaournaa. VVeasked Swank tobring these uptoCity standards. |annnot aware ofSwank resolving this. There may beother issues. I'll wait bJsee the letter. This appears tobeatypical response from econtractor and owner; they are near the end of the project and are looking for ways to make money or cut losses. Swank has indicated that the owner has nomore money, and cannot complete the items noted. This ianot ovalid reason hoavoid finishing the project per City and Federal standards. Let maknow ifyou need anything else onthis. | can respond hothe letter when itarrives.
