The regular meeting of the Kalispell City Planning Board and Zoning Commission will be held on Tuesday, December 12, 2023, beginning at 6:00 p.m. in the Kalispell City Council Chambers, Kalispell City Hall, 201 1st Avenue East, Kalispell, Montana. The agenda for the meeting will be: A. Call to Order and Roll Call B. Approval of Minutes of November 14, 2023 C. Hear the Public – The public may comment on any matter on the agenda or not on the agenda. (Comments are typically held to 3 minutes or less.) D. Public Hearing: The Planning Board will hold a public hearing and take public comments on the agenda items listed below: 1. File #KCU-23-06 – A request from Volga Rentals, LLC, for a conditional use permit to allow the construction of four (4) multi-family residential units as part of a mixed-use development located at 63 and 65 Village Loop. The building is anticipated to be two (2) stories tall with approximately 4000 square feet of office space on the main floor and the four dwelling units on the second floor. The conditional use permit is required for the multi-family units due to its location in an RA-2 (Residential Apartment/Office) zone. 2. File # KPP-23-11 – A request from Spartan Holdings, LLC, for Eagle Valley Ranch Phases 4-6, which is a major preliminary plat on approximately 39.8 acres of land containing a total of 138 lots (130 single-family, seven apartment/office, and one potential commercial lot) as well as parks, roads and open space. It is part of the Eagle Valley Ranch Planned Unit Development, which overall is an approximately 107-acre mixed-use development approved in 2018 and expanded in 2022 that includes provisions for single-family, multi-family, and office/commercial uses. The Phase 4-6 property is generally located on the east side of US Highway 93 North, to the north of Eagle Valley Ranch Phases 1-3, to the west of Ponderosa Estates, and approximately 225 feet to the south of Ponderosa Lane.
