A RESOLUTION CALLING FOR A SPECIAL ELECTION ON MARCH 19, 2024, BY
MAIL FOR A BALLOT MEASURE THAT SUBMITS TO THE ELECTORS OF THE
CITY OF KALISPELL A NEW MILL LEVY TO PROVIDE FUNDING FOR LAW
ENFORCEMENT AND FIRE/EMERGENCY MEDICAL SERVICES AND PROVIDING
FOR NOTICE OF ELECTION, ALL AS AUTHORIZED BY SECTION 15-10-425 OF
THE MONTANA CODE ANNOTATED.
WHEREAS, Section 7-32-4101 through 7-32-4164, MCA, provides the statutory authorization
for the City of Kalispell to provide police protection services; and
WHEREAS, Section 7-33-4101 through 7-33-4133, MCA, provides the statutory authorization
for the City of Kalispell to provide fire protection services; and
WHEREAS, Sections 7-34-101 through 7-34-104, MCA, provides the statutory authorization for
the City of Kalispell to provide emergency medical services; and
WHEREAS, a third -party consultant identified recommendations for staffing, a third fire
station and equipment for the City of Kalispell's emergency response departments
in order to meet the service delivery demands for the residents of the City of
Kalispell; and
WHEREAS, existing funding and revenues generated within the general budget funds and in the
emergency medical services fund have not been adequate to cover the personnel
and equipment costs of the City to maintain its emergency responder services; and
WHEREAS, in order for the City of Kalispell to provide the emergency responder services to its
residents and visitors at the level recommended in the third -party review, additional
permanent funding, in the amount of sixty and nine tenths (60.9) additional mills per
year (approximately $4,626,170.00 in the first year, based on FY2024 mill value), is
needed for the purpose of funding its Law Enforcement with 11 additional employees,
its Fire/EMS department with a third fire station and 27 additional employees and
related capital equipment to support these operations; and
WHEREAS, the City of Kalispell will administer the funds received as special revenue to be used
solely for the purposes of providing emergency responder services; and
WHEREAS, pursuant to Section 15-10-425, MCA, the City Council requires approval of the
voters in order to levy additional funds for emergency responder services; and
WHEREAS, a majority voting in the election in favor of the additional levy will authorize the
City to levy additional millage in the future to raise the amount set forth above,
and as modified by the provisions of Section 15-10-420, MCA.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION 1. The City of Kalispell hereby calls for a mail -only Special Election on
March 19, 2024, by the qualified and registered electors of the City of
Kalispell pursuant to Section 15-10-425, MCA, in the form as set forth in
Exhibit "A", on the question of levying sixty and nine tenths (60.9)
additional mills per year (approximately $4,626,170.00 in the first year,
based on FY2024 mill value), for the purpose of funding its Law
Enforcement with 11 additional employees, its Fire/EMS department with
a third fire station and 27 additional employees and related capital
equipment to support these operations.
SECTION 2. The impact of levying sixty and nine tenths (60.9) additional mills in the
current year on a home valued at $100,000, would be approximately
$82.22 in additional property taxes per year, equaling $6.85 per month, or
$0.23 per day.
SECTION 3. The impact of levying sixty and nine tenths (60.9) additional mills in the
current year on a home valued at $200,000, would be approximately
$164.43 in additional property taxes per year, equaling $13.70 per month,
or $0.45 per day.
SECTION 4. The impact of levying sixty and nine tenths (60.9) additional mills in the
current year on a home valued at $450,000, would be approximately
$369.97 in additional property taxes per year, equaling $30.83 per month,
or $1.01 per day.
SECTION 5. This Resolution shall take effect immediately upon its adoption by the
City Council and signing by the Mayor thereof.
