This resolution considers a mail -in election on March 19, 2024, for a dedicated
Emergency Responder Levy that would provide funding for staffing and equipment
for Law Enforcement, and Fire and Emergency Medical Services.

Services and providing for notice of election, all as authorized by Section 15-10-425 of the
Montana Code Annotated.

L CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action)
City Manager Doug Russell provided the following report:
• Since the city did not receive any proposals from public relations firms related to
public education for the emergency levy, city staff will be putting together
educational materials. The money allocated for education will be directed towards
other associated costs such as flyers, video production, etc. He spoke further
about educational plans for the emergency levy.

• Discussion of the Solid Waste Master Plan will be delayed until January,
therefore the next work session will be cancelled.
00:38:48 Councilor Daoud spoke to the need for Council to educate about the levy and spoke to
why the city is planning to go out for this levy.
00:40:42 Councilor Graham reported on attending the National League of Cities and Towns
Conference last week with the City Manager, Councilor Dahlman, and Councilor Carlson, saying
it was a valuable experience.
00:43:14 Councilor Graham spoke regarding public comment received today by Karlene Khor
related to an individual feeding the homeless on Sundays at Depot Park and asked staff for
information.
00:44:42 Mayor Johnson spoke regarding his thoughts on inflation, mortgage rates, housing
statistics, and in -migration to the area. He then spoke regarding keeping an eye on what is
happening in Argentina.
00:47:49 Mayor Johnson spoke regarding receiving a letter from an elementary student from
Lynchburg, Virginia who would like to learn more about Kalispell and sent a flat Stanley for the
Mayor to take a picture with.
Mayor Johnson said happy Thanksgiving to the public, Council, and staff and said that he
appreciates everyone.
