CALL TO ORDER Mayor Mark Johnson called the meeting to order at 7 p.m. Mavor - Mark Johnson: Present Council Member - Kari Gabriel: Present Council Member - Sandy Carlson: Present Council Member - Sam Nunnally: Present Council Chair - Chad Graham: Present Council Member - Jed Fisher: Present Council Member - Sid Daoud: Absent Council Member - Jessica Dahlman: Present Council Member - Ryan Hunter: Present City staff present included City Manager Doug Russell, City Clerk Aimee Brunckhorst, Police Chief Jordan Venezio, and Deputy Fire Chief Jessica Kinzer. B. DISCUSSION Dedicated Emergency Responder Levy a City Manager Doug Russell began the presentation on this item explaining the history of discussions and previous decisions on the topic. He displayed a 10-year budget forecast, spoke regarding the options provided in the packet materials and why a levy request is necessary. ® a 00:16:57 The Mayor and Council asked questions and provided discussion. Manager Russell explained that this item will be brought back for a vote with potential ballot language at the second regular meeting in November (November 20) and explained that the request for proposals for communications regarding the levy under discussion will be released tomorrow. C. PUBLIC COMMENT Mayor Johnson opened public comment. 01:02:40 Lloyd Bondy, Public Comment Mr. Bondy of Lakeside spoke regarding his view that crime in outlying areas is spreading out from Kalispell. He also spoke about the importance of youth to the future of the City and the importance of their education. CITY MANAGER, COUNCIL, AND MAYOR REPORTS 01.-03:50 Councilor Hunter spoke regarding a flyer he found on his doorstep with racist and hateful messaging. He condemned this messaging and said this type of messaging is not acceptable in this community and those being targeted by this messaging are welcome in the community. 01:04:36 Mayor Johnson spoke regarding the Hamas attack on Israel and standing against hate. He urged people to come together and work towards common goals. E.
