ing proposals for the develop-
ment and implementation of
an educational communication
plan and graphic design ser-
vices related to an emergency
responder levy. Pursuant to the
authority granted to it under
MCA 7-5-4301(2)(a)., the City
If Kalispell seeks to procure
proposals from qualified firms to
enter into a professional services
agreement that may include
but is not limited to creation of
a comprehensive educational
communication plan including
marketing collateral, messaging,
