A. CALL TO ORDER Mayor Mark Johnson called the meeting to order at 7 p.m. Due to lack of an internet connection at city hall the meeting was not available live online. B. Mayor Johnson opened the public hearing and called for public comment. Seeing none, he closed public comment and the public hearing. 2. Budget Amendment Public Hearing � a Council will accept comments on an amendment to the fiscal year 2023 general fund budget. Mayor Johnson opened the public hearing and called for public comment. Seeing none, he closed public comment. 00-10-12 Motion to approve Resolution 6166, a resolution in support of an application by the City of Kalispell to the U.S. Department of Housing and Urban Development "Pathways to removing obstacles to Housing (Pro Housing)" grant to fund staffing and consultant services needed to implement Senate Bill 382, approved by the 2023 Montana Legislature. I CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) City Manager Doug Russell provided the following report: • Discussion regarding an energy block grant was previously scheduled for the next work session, however questions are still pending to the grantee therefore the work session next week has been cancelled. The next council meeting will take place November 6. • Manager Russell asked the Council for further clarification regarding their request for a joint work session with other municipalities saying we need a defined agenda item. • The Montana League of Cities and Towns Conference was last week in Helena. Several city staff and several council members attended. • National League of Cities and Towns. 00-36-41 Councilor Daoud spoke regarding negative impacts to the public related to multiple bills that passed through State Legislation this year. He gave Montana Senate Bill 93 as an example as it raised the dollar amount and number of signatures related to a people's initiative. He spoke further about new increased barriers to a people's initiative. He then asked the City Manager about scheduling a work session related to the south side of Legends Field. 00:39:20 City Manager Russell spoke regarding the history of the Legends Field issue and the proposed options that were offered previously to the school district. 00:41:07 Councilor Fisher spoke regarding a public comment received regarding North Ridge Park and things he has been seeing at a park near his home. He would request that the city look into adding any signage, lighting, or other safety items to parks to help with issues raised. 00:42:25 Manager Russell spoke to Councilor Fisher's comments. 00:42:59 Councilor Hunter spoke regarding Legends Field. City Manager Russell spoke to the decisions that have been made previously by Council related to projects around Legends Field. 00:43:57 Councilor Hunter and Manager Russell spoke further about Legends Field. 00:46:21 Councilor Hunter spoke regarding wanting street design changes at the intersection of Meridian turning onto 7th Street West. 00:48:18 Councilor Graham spoke regarding attending the Montana League of Cities and Towns Conference last week and discussions regarding impact fees at the conference. He then spoke about attending a work session regarding affordable housing with the Governor and the Governor's Affordable Housing Task Force and questions and discussion points Councilor Page 6 of 7 Kalispell City Council Minutes, October 16, 2023 Graham made at the session regarding HB 382, related to affordability, impact fees, and the removal of the people's voice on individual projects. 00:53:17 Mayor Johnson spoke to the public asking them to pay attention when the legislature is in session.
