2. Approve Award for the WWTP Main and Headworks Structure Project

This item approves awarding the base bid for the WWTP Main and Headworks
Structure Project to NCC Neumann Construction Co. in the amount of
$1,704,420.00.
3. Accept a Grant from the Montana DES Homeland Security
This item considers accepting an $80,000 grant to help sustain and support the
Kalispell Fire Department Hazardous Materials Team.
Councilor Ryan Hunter stated that he would like to make corrections to the September 18, 2023,
minutes as follows:
Section I of the meeting minutes, 2nd paragraph reads, "Councilor Graham spoke regarding the
fact that there is misinformation in the community." This is not a fact, its Mr. Graham's opinion,
so I'd ask that there be a correction that states "Councilor Graham spoke regarding his opinion
that there is misinformation in the community."
And then the second sentence in that paragraph says he gave the Junegrass Place impact fees as
an example of the incorrect information. That would be impossible because no one referenced
Junegrass Place impact fees publicly prior to Mr. Graham at that meeting. I would revise that
sentence to read "He referenced Junegrass Place as justification for the impact fee decision."

00:03:21 Krista Bowles, Public Comment
Ms. Bowles of 150 Aurich Avenue spoke regarding parking and access issues at Legends Field
and the parking problems associated with it. She feels that having only one access along with the
crowded parking in adjacent neighborhoods is a safety issue. She spoke further about frustrations
regarding related issues.

Mr. Bondy of 1429 Biemey Creek Road in Lakeside echoed Ms. Bowles comments and
encouraged council to come see a game and see the problems for themselves. He spoke further
regarding parking frustrations and safety concerns in the area. He asked Council to be part of the
solution and would like the south side access reopened.

boundaries of the city of Kalispell by including therein as an annexation certain real property

19, township 28 north, range 21 west, P.M.M., Flathead County, Montana and lot 4 of Keith -

office of the Clerk and Recorder of Flathead County, Montana, and as further described on
exhibit "A", to be known as Meadowlark Trailer Court Addition No. 467, to zone said
property in accordance with the Kalispell zoning ordinance, and to declare an effective date.

permit KCU-23-04, a conditional use permit to allow four attached townhouses within the

(Kenzie Lane) and which can be legally described as lot 4 of Subdivision 182, according to
the map or plat thereof on file and of record in the office of the Clerk and Recorder of
Flathead County, Montana.

I. CITY MANAGER, COUNCIL., -AND MAYOR REPORTS (No Action)
00:50:51 Councilor Daoud asked for a work session regarding the public comment received
about Legends Stadium.
00:52:00 Mayor Johnson spoke regarding multiple conversations over the past 5 years regarding
the Legends Stadium parking and access isues.

00:52:46 Councilor Hunter spoke regarding ideas he has related to Legends Stadium access and
would also request a work session.
Mayor Johnson agreed to a work session on the matter and spoke further regarding previous
conversations and issues.
00:54:34 Councilor Fisher and Dahlman also agree on a work session regarding Legends
Stadium access parking.
00:54:46 Councilor Graham spoke regarding conversations, observations, etc. regarding the
homelessness issues within the area. He read a portion of an article in the Daily Inter Lake that
attributed comments from Tonya Horn with the Warming Center. Councilor Graham then
responded to the referenced comments within the article. He spoke to the need for the entire
community to address the homeless issue and spoke regarding frustrations with the City of
Whitefish and what he believes Whitefish and Columbia Falls should do to help with the issue.
01:04:01 Mayor Johnson spoke regarding the possibility of a joint work session with the other
area municipalities.
Councilor Graham would agree that a joint work session may be beneficial.
01:05:18 Councilor Hunter spoke to the statements that Councilor Graham made.
01:06:58 Councilor Daoud and Councilor Dahlman spoke in agreement to a joint work session.
01:07:43 Mayor Johnson spoke regarding the Landfill Board meeting he recently attended and
the projections on the south side for expansion. He then spoke regarding the long-term plan and
the wrap-up cost estimate and the ongoing maintenance after closure. He also spoke regarding a
partnership with Flathead Electric related to a second generator at the landfill that uses methane
for electricity.
Mayor Johnson then spoke to the amendments to the minutes that were made by Councilor
Hunter earlier in the meeting. He encouraged people to watch Council meetings themselves and
referred to upcoming technology required by recent state legislation that is being installed for
County Commission meetings so the public will be able to watch the County Commission
meetings.
