2. Approve Award of Engineering and Design Services to support the USDOT Safe
Streets for All Planning Grant
This item considers approving Kittelson & Associates to provide services for this
grant.
Award Purchase of a Street Crack Sealer to White Cap Supply
This item considers the purchase of a Crafco crack sealer to White Cap Supply in
the amount of $95,501.80.
4. Ordinance 1914 — 2nd Reading - Meadowlark Trailer Park Zoning
This item considers zoning of R-4, Residential for 5.97 acres at 2160 and 2166
Airport Road.

Pro Housing Grant Application Submission Public Hearing
Council will accept comments on a grant application to the U.S. Department
of Housing and Urban Development Pathways to Removing Obstacles to
Housing.
2. Budget Amendment Public Hearing
Council will accept comments on an amendment to the fiscal year 2023 general
fund budget.

1. Resolution 6165 — Budget Amendment
This resolution considers amending the general fund budget of the City of Kalispell
as set forth in the 2022-2023 budget adopted by the City Council.
2. Resolution 6166 — Submission of a U.S. Department of Housing and Urban
Development Pathways to Removing Obstacles to Housing Grant Application
This resolution considers submission of this grant application.
3. Resolution 6167 - Tax Increment Finance Funding for Various Projects
This resolution authorizes the use of Downtown Kalispell and West Side -Core Area
Tax Increment Financing for four public projects including the Depot Park
Building, Wye Track Purchase, Welcome to Kalispell Signage, and Police
Evidence Facility.

ADMINISTRATIVE CODE
Adopted July 1, 1991
Section 2-20 Manner of Addressing Council
a. Each person not a Council member shall address the Council, at the time designated in
the agenda or as directed by the Council, by stepping to the podium or microphone,
giving that person's name and address in an audible tone of voice for the record, and
unless further time is granted by the Council, shall limit the address to the Council to
three minutes.
b. All remarks shall be addressed to the Council as a body and not to any member of the
Council or Staff.
C. No person, other than the Council and the person having the floor, shall be permitted to
enter into any discussion either directly or through a member of the Council, without the
permission of the Presiding Officer.
d. No question shall be asked of individuals except through the Presiding Officer.
