Lupine Meadows Annexation and Preliminary Plat GPa
This item considers annexation, zoning of R-4 (Residential) and major subdivision
approval of an 18-10tresidential subdivision on 4.57 acres at40 Valley View Drive.

Senior Planner P.J. Sorensen provided the staff report.
00:12:24 Councilor Graham began questions for staff asking about the effects of Senate Bill 382.

00:14:05 Athena Miller, Public Comment
Ms. Miller of 212 Valley View Drive spoke with frustration regarding home prices and the lack
of affordable housing, and inflation. She does not feel more housing should be approved until all
the housing now approved has been built out. She spoke further about her frustration with
change. She then spoke regarding the deer and other wildlife being affected by development.

Mr. Erickson of 2250 Hwy 93 South with Jackola Engineering spoke on behalf of the applicant
talking about storm drainage plans for the development.

Motion to approve Resolution 6156, a resolution to provide for the alteration of the
boundaries of the City of Kalispell by including therein as an annexation certain real
property described as Parcel 1 of Certificate of Survey Number 16631, a tract of land
situated, lying, and being in the east half of the southeast quarter of Section 13, Township
28 North, Ranee 22 West, P.M.M., Flathead County, Montana, less and excepting
therefrom that parcel conveyed in bargain and sale deed to the Montana Department of
Transportation, recorded May 19, 2009, as document 200900014122, records of Flathead
County, Montana, to be known as Lupine Meadows Addition No. 466, to zone said
property in accordance with the Kalispell Zoning Ordinance, and to declare an effective
date.

then spoke regarding how many housing units the area needs.

quarter of Section 13, Township 28 North, Range 22 West, P.M.M., Flathead County,
Montana, less and excepting therefrom that parcel conveyed in bargain and sale deed to
the Montana Department of Transportation, recorded May 19, 2009, as document
200900014122, records of Flathead County, Montana previously zoned County R-1 to City
R-4, residential, in accordance with the Kalispell Growth Policy Plan — It 2035, and to
provide an effective date.

Number 16631, a tract of land situated, lying, and being in the east half of the southeast
quarter of Section 13, Township 28 North, Ranee 22 West, P.M.M., Flathead County,
Montana, less and excepting therefrom that parcel conveyed in bargain and sale deed to
the Montana Department of Transportation, recorded May 19, 2009, as document
200900014122, records of Flathead County, Montana.

Interim City Manager Susie Turner provided the following report:
• A request for work on Rail Park Drive using tax increment finance funding will be on the
September 11, 2023, work session agenda for discussion.
00:49:42 Councilor Daoud said he is thankful to the developers who have come into Kalispell
and been willing to put in subdivisions and housing in this environment when we desperately
need housing all over the valley.
00:50:42 Councilor Carlson announced that the Red Cross is issuing an appeal for blood as there
is a severe shortage across the country.
