SUBJECT: Meadows Edge Ph 5 — Preliminary Plat extension
MEETING DATE: September 5, 2023
BACKGROUND: This is a request by Meadows Edge, LLC, to extend the preliminary plat for
Meadows Edge Phase 5 for two years. The preliminary plat for Meadows Edge Phases 2 and 5 was
approved November 2, 2020. Condition 2 of the preliminary plat states that "the preliminary plat
approval shall be valid for a period of three years from the date of approval," which is in accordance
with 28.2.06(E)(7) of the Kalispell Subdivision Regulations. Phase 2 final plat was granted on
September 7, 2021, and Phase 5, which is a one lot commercial phase, has not yet been applied for.
Under the subdivision regulations, the expiration date for the plat is November 2, 2023. The
subdivision regulations provide for a two-year extension request and the applicant has provided a
letter requesting a plat extension.
The project has been under construction and is preparing for final plat for Phase 3. Phase 3 is a
separate, but related phase of the overall project. There are common improvements between the
phases that need to be completed or bonded for, and the need for final approvals from MDT have
delayed final plat submittals. If the extension is not granted, the applicant will be required to go back
through the Major Preliminary Plat process prior to final plat approval.
RECOMMENDATION: It is recommended that the City Council approve Resolution 6160, a
resolution extending the Meadows Edge Phase 5 preliminary plat for an additional two years.
FISCAL EFFECTS: Positive impacts if approved.
ALTERNATIVES: Deny the request.

RESOLUTION NO. 6160
A RESOLUTION APPROVING A TWO-YEAR EXTENSION TO THE PRELIMINARY
PLAT OF MEADOWS EDGE PHASE 5 SUBDIVISION.
WHEREAS, the City Council of the City of Kalispell granted preliminary plat approval for
Meadows Edge Phases 2 and 5 on November 2, 2020; and
WHEREAS, the developers, Meadows Edge, LLC, have requested a two-year extension to the
preliminary plat of Meadows Edge Phase 5 due to common improvements in other
Phases which need to be completed; and
WHEREAS, good cause exists for the request for extension by Meadows Edge, LLC and it is in
the best interests of the city that the extension be given.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, MONTANA AS FOLLOWS:
SECTION 1. That the application of Meadows Edge, LLC, for a two-year extension of the
preliminary plat of Meadows Edge Phase 5 Subdivision, Kalispell, Flathead
County, Montana is hereby approved.
