08-18-23 City Manager Report and Arrest totals1 City of Kalispell OFFICE OF THE CITY MANAGER Information Memorandum 8/18/2023 1. Police Department Attached is the latest case and arrest report from the Kalispell Police Department. School Resource Officers participated in a multi-agency School-Based Law Enforcement training with representatives from Bigfork, Columbia Falls, Whitefish, Great Falls, Juvenile Probation, MATIC, MT Safe Schools Alliance, FVCC, Flathead High, Glacier High, Kalispell Middle School, Evergreen Junior High, and Evergreen Elementary. The training focused on Adolescent Development and Interacting with Youth Experience Trauma, Mental Health Conditions, Appropriate referrals to the Juvenile Court and Alternatives to Juvenile Justice System. KPD completed all department qualifications in August. Carlee Brown and Tara Oster completed School Resource Officer education. Call for Service for this year are currently 24,218 compared to 22,590 at this time last year. Felony cases so far this year are at 389, compared to 420 at this time last year. 2. Parks and Recreation With the persistent warm weather, park staff are chasing hot spots in turfed areas around all parks. Broken heads and plugged nozzles are also being addressed. Repairs to the Lawrence Park restrooms that were damaged last month due to vandalism have been completed. There was a delay in getting the right bolt pattern porcelain from the manufacturer. Forestry Staff are nearing the completion of pruning trees along 6th Street West. Once completed, the crew will move to 9th Street West. A forestry contractor continues to prune storm damaged trees from the November snow event on the East North side of town. With the persistent warm weather and lack of moisture, we are reminding property 2 owners to water newly planted trees with 10 – 15 gallons of water every 7 – 10 days. A volunteer recently assisted in string trimming the nature trail at Lawrence Park. This helped reduced the overgrowth on the trail. We have completed a large irrigation repair at Kalispell Youth Athletic Complex and are working on a 2nd round of aerating and fertilizing the soccer, football, and the new north fields. The Flathead Sharks have won the 7v7 Adult Soccer League. 5v5 Futsal league registration will open in September with play beginning in October at Edgerton Elementary on Tuesday, Wednesdays and Thursday evenings. We are entering the final week of the 3v3 Basketball league that takes place at Thompson Memorial Park on Wednesdays from 4:30-9:30pm. Registration for Runnin’ Rascals is now closed. Play begins on Augst 26 with games being played on Saturdays from 9am-4pm. All games will be played at the Kalispell Youth Athletic Complex. Fall Into Soccer begins on Augst 24 with games being played on Wednesdays and Thursdays from 5:30- 6:30pm. All games will be played at the Kalispell Youth Athletic Complex. With summer coming to an end, our Kalispell Kids After School Program registration is now open. Woodland Water Park will close on Saturday, August 19, to swimmers for the year. The biggest dog pool party of the year will happen August 27 from 2pm to 6pm when we close out the season with this final event. Picnic in the Parks final concert will be held August 22 with the Kenny James Miller Band. Montana Shakespeare in the Park will be performing the Three Musketeers on Wednesday, August 23 at 6:00pm at Woodland Park, just west of the pool. Shakespeare in the Park is sponsored by Bias Brewing and is free to the public. 3 3. Public Works Solid Waste Master Plan and Rate Study Staff have been working with a consultant on the Solid Waste Master Plan and Rate Study. Initial phases of the process including data requests, process review field visits, service policy review, and a draft cost of services (COS) have been completed. Over the next several months, we will continue to work on the COS development, rate analysis, and level of service policies. Upon completion of those tasks, staff will bring the data and summary to Council for discussion on current and future service policies, master planning, COS analysis and rate structure review. Cellular Water Meter Replacement & Advanced Metering Infrastructure (AMI) Project The City is two years into the meter change out project and well on the way to meeting the goal for complete change out in 8 years (~1,100 meters/ year). The city’s goal is to migrate gradually (within 8 years) to a fully automated cellular reading system allowing readings to be collected remotely. The new metering system offers a direct and secure access to the utility customer’s water use data through EyeOnWater. The EyeOnWater includes a secure website to review and analyze water usage patterns. With these tools, utility customers will be able to view hourly water usage activity and gain a greater understanding of the amount of water they use. To date, the city has replaced 2,536 meters. Some project setbacks have occurred due to the electronic market demand and electronic component availabilities throughout the nation. However, staff is diligently communicating with our vendor to ensure we receive delivery of orders as quick as possible. 4. Planning Department The Planning Board held a public hearing on August 8 and heard one application request, consisting of the following: 1. Files #KA-23-05 and KPP-23-07 - A request from 40 Valley View, LLC, for annexation, initial zoning of R-4 (Residential) and major subdivision approval of Lupine Meadows, an 18-lot residential subdivision (18 townhomes with nine sets of two attached units). The subdivision contains approximately 4.57 acres in lots, roads and common area. The property is located at 40 Valley View Drive near the intersections of Valley View Drive with both Foys Lake Road on the north end of the property and Lupine Drive near the southern end. The Board recommended approval of the application request. The recommendation will be forwarded to the Council for their consideration at their September 5 meeting. 4 5. Building Department In the last 5 weeks, we have issued permits for 20 single-family homes. This brings the total of new single-family/duplex and townhouse units for the year to 72, compared to 115 at this time last year. There have been 379 multi-family housing units issued so far this year, compared to 494 at this time last year. There were a total of 611 combined building and/or fire inspections completed in the last 5 weeks. Residential – 135 Plumbing – 37 Commercial – 79 Mechanical - 39 Electrical – 42 Fire – 279 6. Community Development Staff has drafted a request for proposals (RFP) to solicit engineering and design services to support the USDOT Safe Streets and Roads for All (SS4ALL) planning grant project. A community stakeholder group will participate with staff to provide feedback throughout this planning project in addition to larger public engagement efforts. Tentatively, the city will advertise the RFP in September and looks to have a consulting team under contract by late fall. Staff is working with Montana Department of Transportation to implement the USDOT MPDG Rural grant for improvements to West Reserve Drive: Hutton Ranch Road Intersection to Whitefish Stage Road. Below is an abbreviated schedule of steps toward selection of a Design-Build contractor: At the August 14 Work Session, Council reviewed the draft policy for a Downtown and Kalispell Parkline banner program. The city has been working with the Tourism Business Improvement District and the Kalispell Business Improvement District to draft a policy to address banners to advertise community events across Main Street (Highway 93) at 12th Street—south of the Flathead County Courthouse—and a potential second location near the Parkline Trail crossing of Main Street at Depot Park. A second aspect of the policy addresses small banners mounted on light poles along the Parkline Trail and Main Street. Staff has been working with Montana West Economic Development (MWED) to move the administration of city USDA Rural Development Intermediary Relending Program (IRP) and the city’s CDBG RLF program for administration and management. MWED currently operates and oversees CDBG and IRP loan programs and is experienced in the administrative requirements of State, Federal, and community lending programs in Montana. Accordingly, the City and MWED desire to enter into a mutually beneficial arrangement that enables MWED to expand its loan program offerings in the city to benefit small business and eliminate duplication of services. The Council reviewed the proposal and related documents at the August 14 Work Session. The two administrative agreements for the loan programs will be forwarded to Council for consideration at the September 5 meeting.
