CALL TO ORDER Mayor Johnson called the meeting to order at 7 p.m. Mayor - Mark Johnson: Present Council Member - Kari Gabriel: Absent Council Member - Sandy Carlson: Present via video conference Council Member - Sam Nunnallv: Present Council Chair - Chad Graham: Present Council Member - Jed Fisher: Present Council Member - Sid Daoud: Present Council Member - Jessica Dahlman: Present Council Member - Ryan Hunter: Absent City staff present included City Manager Doug Russell, City Clerk Aimee Brunckhorst, Development Services Director Jarod Nygren, and Community Development Manager Katharine King. B. DISCUSSION 1. Seeing no further comment, Mayor Johnson closed public comment. 00:27:10 Councilor Dahlman asked questions. 00:27:34 Luke Rummage, Public Comment Mr. Rummage said his business would like to hang a banner on Main Street and would like clarification on how they could get a banner sponsored. 00:30:02 City Manager Russell responded to questions asked during public comment. 00:30:58 Mayor Johnson provided discussion. 00:31:45 Pam Carbonari, Public Comment Ms. Carbonari the Executive Director for the Kalispell Downtown Association Business Improvement District provided clarification related to public comment. C. PUBLIC COMMENT Mayor Johnson opened general public comment. Seeing none, he closed public comment. CITY MANAGER, COUNCIL, AND MAYOR REPORTS City Manager Russell reported on the following: • The next meeting will include budget resolutions and appropriations. Page 2 of 3 Kalispell City Council Minutes, August 14, 2023 The Montana West Economic Development Authority loan agreement and the banner policy will be brought forward again on the first meeting in September. The next work session will be regarding the Emergency Medical Services Fire Report and the possibility of an EMS levy. 00:34:36 Mayor Johnson spoke regarding water rates and how they did not go up due to impact fees, but rather the increase is related to inflation. E.
