A. CALL TO ORDER
Mayor Johnson called the meeting to order at 7 p.m.

City staff present included City Manager Doug Russell, City Clerk Aimee Brunckhorst,
Development Services Director Jarod Nygren, and Community Development Manager Katharine
King.
B. DISCUSSION
1. Development Services Loan Program Transition to Montana West Economic

City Manager Doug Russell began the presentation.

Ms. Carbonari, the Executive Director for the Kalispell Downtown Association Business
Improvement District spoke in favor of the banner policy saying it will help spread the word
regarding events in Kalispell.
Seeing no further comment, Mayor Johnson closed public comment.

00:27:34 Luke Rummage, Public Comment
Mr. Rummage said his business would like to hang a banner on Main Street and would like
clarification on how they could get a banner sponsored.

Ms. Carbonari the Executive Director for the Kalispell Downtown Association Business
Improvement District provided clarification related to public comment.

D. CITY MANAGER, COUNCIL, AND MAYOR REPORTS
City Manager Russell reported on the following:
• The next meeting will include budget resolutions and appropriations.

The Montana West Economic Development Authority loan agreement and the banner
policy will be brought forward again on the first meeting in September.
The next work session will be regarding the Emergency Medical Services Fire Report
and the possibility of an EMS levy.
00:34:36 Mayor Johnson spoke regarding water rates and how they did not go up due to impact
fees, but rather the increase is related to inflation.
