REPORT TO: Doug Russell, City Manager
FROM: Aimee Brunckhorst, CMC, City Clerk & Communications Manager
SUBJECT: Appointment to the Downtown Business Improvement District Board
MEETING DATE: August 7, 2023
BACKGROUND: A new Kalispell Downtown Business Improvement District (BID) was
created by Council on April 3, 2017, as the old BID was expiring. According to Montana Code
Annotated 7-12-1121, a seven -member Board of Trustees made up of property owners within the
district or their assignees was appointed with approval of the governing body with four-year
staggered terms.
The purpose of the BID is to accomplish its vision of creating a vibrant and dynamic business
improvement district by:
• Building effective partnerships with businesses, institutions, property owners and city
government to maintain a clean and safe community.
• Attracting, retaining and promoting quality businesses and retail segments to support our
local economy.
• Promoting Kalispell as a renowned destination point with a business, retail, entertainment,
and institutional mix offering unique products, services, and events.
• Promoting Kalispell as the preferred place to shop, work, learn and live.
Due to the recent resignation of BID member Pam Mower, the BID currently has one vacancy on
the board. One qualified applicant has applied.
RECOMMENDATION: Mayor Johnson offer a recommendation to appoint George Giavasis
to the Downtown Business Improvement District with a term expiring April 30, 2024. Council
can then follow with a motion to accept the recommendation and confirm the appointment or
offer an alternative.
