05-21-03 Airport MinutesCity of Kalispell AIRPORT ADVISORY BOARD Minutes —May 21, 2003 The meeting began at 3:00 p.m. Present were: Airport Advisory Board Members City of Kalispell Staff Guests Tom Webber Dan Snyder P J Sorensen Glen Smith Keith Robinson Gib Bissell Pati Heath Mike Manion Shannon Nalty l . Pati called the meeting to order. 2. The public were invited to address the board. 3. Task List ---A review of the task list was begun, however, not completed due to lengthy discussion of specific items. 4. Towers --Dan provided an update on his discussion with John Stokes and the firm that provided the appraisal for the tower removal. Pati agreed to fill in Chris Kukulski and Charlie Harball on recent events. Pati was asked to check with Charlie since it was believed that at one time the City owned KGEZ. What are the ramifications? 5. Diamond Aire Fence It was reported that someone is interested in buying Diamond Aire, however, the information was not verified. Pati reported that after talking with Chris Kukulski we would put the fence on the property line around Diamond Aire leaving one opening of 50 feet with a gate. A recommendation was made to use jersey barriers instead of a gate perhaps it would eliminate some expense. Pati agreed to have Scott move forward with fence and check out the barriers. Pati also agreed to check with Charlie regarding the type of public notice that may need to be given, since at least one other business is operated on Diamond Aire's site. 6. Hangar Committee --Discussion took place around the possibility of putting together a hangar committee that could work out the details of getting additional hangars built that are compatible with the new airport plans. We have had 2 more requests for hangars. Dick Brady and Dennis Carver were names suggested for the special committee. Another suggestion that was made Was to develop an area for lease and a percentage of the rent. The lessee would do the survey and improvements. Pati agreed to work with Chris to determine the feasibility of developing a hangar committee. 7. Tents on Airport Grounds Pati received a letter back from our insurer, indicating that our policy does not prohibit tents on the grounds, but that judicious risk management should be used. The City Attorney indicated that if tents are put on the airport grounds, the party must provide a $1.5 million liability provision on their insurance. They will be required to provide the proof of insurance and the number of days the tent will be up. Tom. Webber agreed to contact NW Canopies to see if they carry liability insurance if someone rents from them. Pati agreed to get with the building department to see if there is a "best practices" guideline. 8. Airport Manager Pati indicated that Keith Turner was interested in sending a resume for the airport manager position. 9. Penco Tires and batteries are on the ground on the airport side of the fence. These must be cleaned up. Pati agreed to let either Mike Baker or Jim Hansz know. 10. Meeting adj ourned at 5:10 PM.
